Three Pay Elements <br /> There are three pay elements in the Manager' s Recommended <br /> Budget for Fiscal Year 1991-92 . The three elements are: <br /> -A 2 .5 percent cost-of-living increase, <br /> -Continuation of the merit pay program, and <br /> -Implementation of Phase II of the Classification <br /> and Pay Study. <br /> These are listed on Attachment 1 along with the estimated <br /> cost for each. <br /> 2 . Overview <br /> One way to look at a pay package and compare it to <br /> past years and that of other employers is to look at it <br /> as a percent of payroll. <br /> Attachment 2 is a chart which shows the three pay <br /> elements from the Manager' s Recommended Budget as a <br /> percent of payroll . This Attachment is updated from the <br /> one distributed earlier to reflect current estimated <br /> Permanent Annual Salaries . <br /> For Fiscal Year 1991-92 the three pay elements represent <br /> 5 . 2 percent of payroll . This is shown in the "Total <br /> Percent" column. Attachment 2 also shows the pay package <br /> as a percent of payroll for past years . In comparison to <br /> past years, the Fiscal Year 1991-92 pay package is a <br /> lesser percent of payroll . <br /> Attachment 3 shows the results of a survey conducted by <br /> the American Compensation Association (ACA) of projected <br /> salary budget increases . According to ACA, salary budget <br /> increases include general (cost-of-living type) and merit <br /> increases and do not include other increases . On this <br /> basis, Orange County' s proposed salary budget increase <br /> would be 4 .4 percent. <br />
