' . <br />MINUTES <br />ORANGE.GOUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 16,.1981 <br />c <br />The Orange County Board of Commissioners met in special session <br />on February 16, 1981, at 7:30 P.M., in the Commissioners' Room, Orange <br />County Courthouse, Hillsborough, North Carolina. <br />Commissioners present: Commissioner Anne Barnes, Chair, and Com- <br />missioners Norman Gustavesan, Norman Walker, Richard Whitted and pon <br />Willhoit. <br />Commissioner Barnes called the meeting to order, the purpose of <br />which was to continue work on the Land Use Plan. Mr. Po1a1;ty, Planning <br />Director, made the presentation fohrthe planning staff, reviewing the <br />different sections of the Land Use-P.lan now under consideration by Orange <br />County. ,- <br />Commissioner Barnes suggested the. Board and staff look at the goals <br />contained within the Land Use P1 an in light of the Proposed Zoning Ordinance <br />and. Subdivision Regulations: (Fora copy of the LUP see page of this book) =~ <br />Goal 1: <br />Mr. Polatty said that at present Orange County does not have a Historical <br />Ordinance nor does it have a required Environme~ltal Impact Statement for <br />developers, The Board gave planning staff no directions. <br />Goal 2: <br />The Board gave no direction on this goal. <br />Goal 3: <br />The Board gave no directions on this goal. <br />Goal 4: <br />The Board gave no directions on this goal. <br />~ Goal 5: <br />Commissioner Barnes indicated that 5.3 was an uneconomical use of land. <br />i She said cluster development might be a better approach for maximum use of <br />land and that sufficient incentive did not exist which would direct growth <br />in new directions. <br />
