MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />JANUARY 7, 1981 <br />The Orange County Board of Commissioners met in special session on <br />January 7, 1981, in the Commissioners' Room, Orange County Courthouse, <br />Hillsborough, North Carolina. <br />Commissioners present: Commissioner Anne Barnes, Chair, and Commis- <br />sioners Norman Gustaveson, Norman Walker and Richard'Whitted. <br />Commissioners absent: Commissioner Don Willhoit. <br />Commissioner Barnes called the meeting to order and the work session <br />began with Mr. Jim Polatty's presentation by Article of the Proposed <br />Zoning Ordinance and Land Use P10. `Mr. Polatty began with Article 7. <br />(See the Minutes of December 9; '1980, for a colry of the Staff memorandum <br />detailing suggested changes.) <br />Article 7 <br />Commissioner Walker arrived during the discussion of Article 7. <br />Mr. Polatty said there were no major changes in Article 7 as a re- <br />suit of the public hearing on November 24, 1980, and explained the Land <br />Use Intensity Ratio system to the Board. <br />Article 8 <br />Commissioner Gustaveson toad Planning Staff the formula on page <br />8.9 of the Proposed Zoning Ordinance is incorrect (see the Minutes of <br />November 24, 1980, for a copy of the Proposed Zoning Ordinance). <br />The Board directed planning staff to delete reference to the State <br />Airport System plan in the Proposed Zoning Ordinance. <br />Commissioner Whitted, citing Section 8.8.4 of the Proposed Zoning <br />Ordinance, said the planning staff should eliminate the special use re- <br />quirement for group homes.
