MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> JUNE 11, 1980 <br /> The Orange County Board of Commissioners met in special <br /> session on Wednesday, June 11, 1980, at 7:30 p.m., in the Board Room, <br /> Lincoln Center, Merritt Mill Road, in Chapel Hill, North Carolina. <br /> Commissioners present: Commissioner Richard Whitted, Chairman, <br /> and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit and <br /> Anne Barnes. <br /> The purpose of the meeting was to review the Chapel Hill <br /> Carrboro Schools and selected human service agencies budget requests. <br /> Agenda Item 2: Summer Camp Scholarships <br /> Mr. Joe Bradshaw reviewed cost and enrollment figures <br /> for summer camps sponsored by Chapel Hill and Carrboro Recreation Departments <br /> and by Chapel Hill-Carrboro Schools for 1980. <br /> Commissioner Barnes moved to appropriate $4,000 to be used <br /> this summer for county-wide AFDC scholarships to be awarded on a per <br /> i <br /> child basis based on the actual cost of sending a child to summer <br /> camp and that the availability of scholarships be advertised so <br /> that interested families could apply through the Social Services <br /> Department and, further, that Joe Bradshaw negotiate with the <br /> f <br /> three parties involved in the summer camp programs concerning <br /> their accommodating the AFDC scholarships. <br /> Motion died for lack of a second. <br /> Commissioner Willhoit moved, seconded by Commissioner <br /> Barnes, to provide $20 per week for each AFDC child, not to exceed <br /> $8,000, out of 1980-81 budget, which would enable 40 children to <br /> attend the Orange County school 's summer camp program. <br /> Commissioner Barnes withdrew her second. Commissioner <br /> Willhoit amended the motion to state scholarships would be available <br /> county-wide rather than limited to Orange County school 's camp. Commissioner <br /> Barnes seconded the amended motion. Vote: ayes, Commissioners Barnes, <br /> Whitted, and Willhoit; noes, Commissioners Walker and Gustaveson. <br />
