MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> APRIL 15, 1980 <br /> The Orange County Board of Commissioners met in regular session <br /> at 7:30 p.m., on Tuesday, April 15, 1980, in the Superior Court Room, <br /> Orange County Courthouse, in Hillsborough, North Ca.olina. <br /> i The purpose of the meeting was to conduct a public hearing to <br /> receive the Department of Transportation's proposed secondary road <br /> improvement plan for fiscal year 1980-81. <br /> Commissioners present: Commissioner Richard Whitted, Chairman, <br /> and Commissioners Norman Walker, Norman Gustaveson, Anne Barnes <br /> and Don Willhoit. <br /> z. <br /> The Chairman recognized Mr. Mike Flemming, member of the NC <br /> i Board of Transportation from this district. Mr. Flemming welcomed <br /> s persons in the audience to the public hearing. He introduced Ms. Little, <br /> member NC Board of Transportation, Mr. John Watkins, Engineer-District 7, <br /> and Mr. Sam Jones, District Engineer. Mr. Flemming then briefly reviewed <br /> the road program since 1977. He said $474,214 had been allocated to <br /> Orange County for its 1980-81 secondary road program. For copy of <br /> this proposal , see page 416 of this book. <br /> Mr. John Watkins reported on Orange County's 1979-80 road improvement <br /> 1 program and then reviewed the proposed 1980-81 program. <br /> The Chairman then opened the floor to the public for comment. <br /> A resident of State Road # 1320 asked when his road, which had been <br /> approved for owner participatory paving, would be paved. DOT representatives <br /> explained this particular project might move slowly since a railway <br /> right-of-way would have to be acquired. <br /> Mr. John Efland asked why the priority on road 1506 had been <br /> changed. <br /> Mr. Harry Inscoe asked the status of paving Little River Drive, <br /> which had been approved for owner participatory paving. He asked <br /> for a cost estimate for paving the project. <br /> r Mr. William Locke expressed complete support on behalf of the <br /> property owners on State Road # 1989 who all wished to participate in <br /> F the owner participatory paving program. He said all property owners <br /> r. had a cash payment for their portion of the paving costs. <br />
