~5~i <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 15, 1979 <br />The Board of County Commissioners met in special session on - <br />Thursday, February 15, 1979, at 5:30 p.m., in the Commissioners' Room <br />of the Courthouse, in Hillsborough, North Carolina. <br />Members present: Commissioners Richard Whitted, Norman Walker, <br />Norman Gustaveson, Don Willhoit and Anne Barnes. <br />The following items were added to the agenda: <br />Agenda Item 35: Report from Representatives ;oho Met <br />with the Committee from Chapel Hill <br />Agenda Item 36: Statement regarding Extraterritorial <br />Planning Jurisdiction in Chapel Hill <br />Agenda Item 37: Letter to Secretary of Transportation <br />Agenda Item 3$: Energy Matter <br />Agenda Item 30: Community_Develo~ment Contract <br />Commissioner Gustaveson moved, seconded by Commissioner Walker, the <br />Board authorize the Chairman to execute a contract to Billings & Garrett; <br />Inc. for the Northern Fairview Water and Sewer Improvements - subject to <br />the County Attorney's approval of appropriate forms in connection with the <br />contract. Vote: ayes, 5; noes, 0. <br />Mr. Moore, Chairman of the Community Development Task Force, thanked <br />the Board of Commissioners on behalf of the people of the P~orthern Fairview <br />area. <br />Agenda Item 35: Report an Meeting with Representatives <br />from Chapel klill Committee <br />Commissioner Gustaveson explained after the meeting with Chapel Hill <br />.Town Board on February 6th, a committee consisting of Don Willhoit <br />and Norman Gustaveson - with Anne Barnes as alternate - was appointed <br />to meet with a committee of two persons from Chapel Hill to discuss <br />Southern By-Pass, extraterritorial zoning, and other matters. Commissioner <br />Gustaveson gave a report on the first of two such meetings. <br />
