' 1 <br />APPROVED 8/3/95 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR AGENDA <br />MAY 16, 1995 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, May 16, 1995 at 7:30 p.m. in the OWASA Community Meeting Room in <br />Carrboro, North Carolina. <br />COUNTY CONIlrlISSIONERS PRESENT: Chair Moses Carey, Jr. and <br />Commissioners William L. Crowther, Alice M. Gordon, Stephen H. Halkiotis <br />and Don Willhoit <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser and Clerk to the Board <br />Beverly A. Blythe (all other staff are listed below as appropriate} <br />NOTE: All documents referred to in these minutes are in the permanent <br />agenda file in the Clerk's Office. All amendments to ordinances are <br />included in the official Ordinance Book in the Commissioners' library. <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Carey added to the agenda an appointment for the Chapel Hill <br />Planning Board and deleted the appointments to the Recreation and Parks <br />Commission. He added as item IX-D the Acceptance of the Piney Mountain <br />Grant Award from the State. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey, Jr. said that citizens who have indicated a desire <br />to speak will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Mr. John Hughes of the Orange County Amateur Radio Club <br />distributed information to the County Commissioners. He explained that <br />they have an opportunity to position their signal on the new tower being <br />built by WUNC-TV. This radio club helps with relaying information <br />whenever any of the communication systems are down. Their budget for this <br />project is $28,000. They have already raised $19,500 and are asking the <br />County Commissioners for an allocation of $8,000 to finish this project. <br />Commissioner Halkiotis said that this group can have a <br />communication system set up within 30 to 40 minutes after receiving a <br />call. It was decided that this would be further discussed during budget <br />deliberations. <br />NOTE: This was discussed at the June 5 regular meeting and the allocation <br />of $8,000 was approved. <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the Public Charge. <br />III.
