38~._ <br />MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS <br />April 20, 1976 <br />The Orange Board of Commissioners met in regular session on Tuesday, <br />April 20; 1976, at 7:30 p.m., in the Commissioners Room of the Court- <br />house.in Hillsborough. <br />Members of the Board present were Chairman Flora R. Garrett, Com- <br />missioners Norman Gustaveson, Jan Pinney, Norman Walker and Richard <br />Whitted. <br />Members absent were none. <br />Others present were S. M. Gattis, County Administrator; Neal Evans, <br />Finance Director; Geoffrey Gledhill, County Attorney; and Betty June <br />Hayes, Clerk to the Board. <br />Chairman Garrett referred to Item I on the Agenda: Persons not <br />on this Agenda having business to transact with the Board of Commis- <br />sioners. <br />Dr. David Lang, Nell Andrews and Stewart harbour, members of the <br />Eno River Task Force filed with the Board a letter signed by the <br />three members concerning the Eno River .controversy. <br />Barry Torain of SR 1340 brought before the Board a road problem <br />which did exist on SR 1340. He stated that one-eighth of a mile on <br />the road needed pipe and ditching. He presented pictures of the con- <br />dition on the road. <br />The Clerk was instructed to write Mr. S. H. Jones and to send copies <br />of the pictures showing the condition of the road. <br />The Board discussed Thursday night's meeting, April 22. It was <br />agreed upon that the Eno River Task Force and the Commissioners would <br />have a limited discussion, that the first portion of the meeting would <br />be confined to the presentation of the report and the latter part of <br />the meeting be reserved for questions and answers. <br />The Chairman referred to Item II on the Agenda: Minutes of previous <br />meetings. <br />The minutes of the April 5, 1976 meeting were discussed and upon <br />motion of Commissioner Pinney, seconded by Commissioner Gustaveson, it <br />was moved and adopted that the April 5, 1976 Minutes be approved. <br />The minutes of the April 12, 1976 meeting were reviewed and upon <br />motion of Commissioner Gustaveson, seconded by Commissioner Whined, <br />it was moved and adopted that the April 12, 1976 minutes be approved. <br />The Chairman referred to Item III: Geoffrey Gledhill, representing <br />Winston-Coleman and Bernholz will make a report concerning the cre- <br />ation of illegal lots. <br />Mr. Gledhill stated that there were many unsolved questions regard- <br />ing illegal lots. He continued to present iris legal opinion concerrbng <br />the County's Subdivision Ordinance versus the General Statutes as it <br />related to the subdivision of the lots being sold by Herb Holland. <br />discussion ensued. The Board agreed that the County's Subdivision <br />Ordinance should be changed to read 10 acres instead of 5 acres in <br />order to agree with the General Statutes. This will be a subdivision <br />amendment to be included in the next Planning Board Public Hearing. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Whined, <br />it was moved and adopted that a letter be written by the County Attorney <br />to Mr. Holland stating the concern of the Board about the sale of these <br />lots and that the letter be brought back to the Chairman before being <br />sent to Mr. Holland. <br />Chairman Garrett referred to Item TV: Geoffrey Gledhill will review <br />a proposed contract between Orange County and Winston-Coleman and Bern_ <br />holz concerning the County's IV-D (Child Support) Program. <br />(For Copy of Contract see Minute Docket Book Nine, Page <br />)- <br />
