Commissioner Walker stated that he still believes that a dog pound is needed in this part of the County. Vice Chairman Whitted referred to Item XVITI: Members of the Board of Commissioners have been provided copies of a proposed County Personnel Ordinance. Does the Board wish to further alter this pro- posal or will it consider the Ordinance in its present form. Discussion ensued among members of the Board as to the difference between a Personnel Ordinance and Personnel Policy. Commissioner Pinney suggested that on Page 3S, Section 3 (c) the word justified be changed to satified. He questioned page 24, Section 9 concerning longevity pay, and stated that he wondex'ed:if this was needed. Further discussion ensued as to whether or not elected officials are required to follow the Personnel Ordinance in the hiring and firing practices. Commissioner Gustaveson suggested that the Institute of Governments be contacted for an answer as to the difference between a Personnel Ordinance and a Personnel Policy. He further stated that he felt the Personnel Ordinance should be set aside until the Board had an answer to this question and until Mrs. Garrett was present. Loftin) The Board also considered an appeal by Eugenia Hearne concerning the valuation of property of Iola Oldham Hearne (Chapel Hill Township, Tax Map 95, Block G, Lot 8) and by appropriate order reduced the 1976 valuation of this property from X8,100 to $6 „ 00; the Board by appropriate order reduced the 1970 valuation of the property of Allen E. Cato, Jr. (Cedar Grove Township, Tax Map 37 Parcel 12) fxom $124,000 to X105,500.
