The Board of Commissioners of Orange County met in the Superior Court Room <br />at the Courthouse in Hillsborough, North Carolina on Friday, February 15, 1974, <br />at 1 o~clock P,M, <br />Members Present: Chairman C. Norman Walker and Commissioners Henry S, Walker, <br />__ Flare Garrett, Richard c.. Whitted and Melvin Whitfield. <br />Members Absent: None. <br />This meeting was scheduled for the purpose of conducting the duly advertised <br />public hearing that was raouired by the General Statutes of North Carolina. It <br />was the date, time and place for the public hearing on the proposed Secondary <br />Road Construction Program that had been established by the State Board of Transportation. <br />Chairman idalker recognized John Watkins, Division Fk:gineer, Earl Hoover, Assistant <br />Division Ehginear, S.
