Gordon, Pam Hemminger, Barry Jacobs, Mike Nelson, Bernadette Pelissier, and <br /> Steve Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Staff Attorney Annette Moore <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br /> Manager Gwen Harvey and Willie Best, and Clerk to the Board Donna S. Baker (All other staff <br /> members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> Chair Foushee recognized Emergency Services Director Frank Montes de Oca, who <br /> informed the Board of County Commissioners of the move of the Emergency Services building <br /> and Communications system to the new 911 Center at The Meadowlands. <br /> Commissioner Gordon made reference to the blue handout at the County <br /> Commissioners' places and said that this is the bond brochure that shows bond monies and <br /> the targeted projects. <br /> 1. Item 10 —Appointments — Delayed from January 22, 2009 Regular Board Meeting <br /> Due to Time Constraints (Except "b") <br /> a. NCACC Legislative Liaison Appointment <br /> The Board considered appointing one Commissioner to be the North Carolina <br /> Association of County Commissioners (NCACC) Legislative Liaison for the 2009-10 legislative <br /> biennium. <br /> Many Commissioners did not understand the role of this liaison and Chair Foushee <br /> read some of the proposed duties of this appointment. <br /> Greg Wilder said that, in the past, NCACC had contact with the Clerks and Managers <br /> and now it would like to have one Board member also as a contact person. <br /> A motion was made by Commissioner Nelson seconded by Commissioner Jacobs to <br /> appoint Commissioner Hemminger as the NCACC Legislative Liaison for the 2009-10 <br /> legislative biennium. <br /> VOTE: UNANIMOUS <br /> b. Ten (10) Year Plan to End Homelessness Executive Team — New Appointment <br /> (Appointment was made at January 22, 2009 Regular Meeting) <br /> c. Advisory Board on Aging — New Appointment <br /> The Board considered making a new appointment to the Advisory Board on Aging. <br />
