Ward stated that he understood the proposed Capital Outlaq <br />appropriation of $651},160.00 to the Chapel Hi11 School Unit did include funds <br />fvr the completion of the E~heaus Road Sahocl. ~. Hanes stated that this had <br />been his understanding, however, it was apparent that there had been a mis- <br />underatanding between the Chapel Hill School Board and the Commissioners <br />regarding the Current Expense appropriation. Dr. Hanes saf d that he understood <br />the Commissioners had stated that the:Chapel Hill unit would be budgeted the <br />sum pf one, hundred and thirty dollars ($1-30.00) per student or $651,160 plus <br />any carry over of any Current k5[panae revenue that developed at the close of <br />the current fiscal year and that at this time there appeared that a sum of <br />$55,000 would be the surplus fvr this unit. <br />The Board advised Mrs. Scroggs and Dr. Hanes that this was not their <br />intention and that they intended, only, to provide a total sum of $65!+,160 to <br />the School Unit for the fiscal year 1972-1973• <br />There being no further business to come before the Board the meeting <br />was adfouraed to meet again on Friday, July lly, 1972, for further budget <br />discussions. <br />Harvey D. Qattis, Acting Clerk <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />July fly, 1972 <br />The Board of County Commis~aionera of Orange County met in ad~ovFned <br />session in the Diatriat Courtroom of the Courthouse in Hillsborough, <br />North Carolina on Friday, July 7.l~, 1972, at 8 P.M. <br />Members Present: Chairman Harvey D. Bennett and Comoiiasionera William <br />C. Raq; Iienrq S. Walker, Ira A. Ward and C. Norman Walker. <br />Members Abaeat: None <br />Chairman Bennett recognized Mra. Mary Serogga, Chairman of the Chapel Hfll <br />School Board, nr. Robert Hanes, Superintendent of that school unit and a <br />delegation from the Chapel Hill School area. <br />Mra. Sarogga advised the Board that the Chapel Hill Schval Board had, at <br />a previous budget meeting, misunderstood the proposed appxopriationa for <br />Current Expense when the me.tter had been reviewed by the Board and the Chapel <br />Hill Sohool Unit. She stated that the Chapel Hill School Board had understood <br />that the Board of Commissioners would allocate to the unit $651y,160 for <br />Current Expenses and that in addition the Chapel Hill School Unit would receive <br />approximately $60,000 which had bean carried over from the previous gear. <br />Chairman Scruggs stated that the School Board felt this money could be used to <br />present a reasonable academic pro~am, however, if their 1972-1973 budget <br />appropriation amounted to, only, 651y,160 it would be necessary to delete the <br />reading programs in the first three grammar grades. <br />Several members oP the delegation spoke in support of the reading program <br />and stated that they would be willing to pay additional district or oounty taxes <br />in order to finanoe the program. <br />Chairman Bennett requested the County Acoount to make a report on the <br />latest revenue projections. <br />The County Accountant reported that without a increase in the proposed <br />tax rate an increased appropriation of between $60,000 and $75,000 could be <br />made. That these increased appropriations were made possible because oY <br />previous budget cuts made by the Commissioners. <br />Discussion ensued. Commissioner Ira A. Ward suggested the overall budget <br />be increased by $75,000. Of this sum $25,000 would be put into the Seven M31e <br />Creek reservoir fund aad the remaining $50,000 be put into the School Current <br />Expense fund. This increased appropriation for School Current Expense should <br />allow eaoh school unit to receive including carry-over from the previous <br />fiscal year roughly $135.00 per student. <br />The Board concurred with Commissioner Ward~a suggestion. <br />^ <br />
