{ 7 °' 4'70 MINUTES OF THE ORANq~E COUNTY BOARD OF COMMISSIONERS July 10, 1972 The Board of Commiasionera oP Orange County met in ad~eurned session in the District Courtroom of the Courthouse in Hillsborough, North Carolina on July l0, 1972, at 8 P.M. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S. Walker, Tra A. Ward and C. Norman Walker. Members Absent: None Chairman Bennett stated that Chia meeting would be aonPined to discussion of the proposed 1972-1973 budget. The Board members offered various proposals aoneerning the requested appropriations. However, it was agreed that it would be inappropriate to raise the tax rate above the one dollar and twenty cents ($1.20) per one hundred dollar valuation. Commissioner Ira A. Ward suggested it would be necessary to reduce the Capital Outlay appropriation to one hundred and thirty dollars ($130.00) per student and that the allocation should be made on a per capita basis, to limit personnel services to Pive percent (5~) above last year, delete $25,000 Prom the Seven Mile Creak appropriation and delete $25,000 Prom the landfill appropriation. He stated that these reductions would reduce the proposed tax rate to one dollar and twenty-three cants ($1.23) per one hundred dollar ($100.00) valuation and that he would be willS.ng to vote Por the one dollar and twenty» three cent ($1.23) rate. Discussion ensued and the other Board members stated their willingness to adopt the reduationa, as cited by Commissioner Ward, but that they still felt other budget reductions ahoul.d be made in order to brii:g the tax rate back to one dollar and twenty cents ($1.20) per oaa hundred dollar . valuation ($loo.oo). The Chairman directed the County Accountant to further study the appropriation requests in order to determine if the anticipated revenue and the budget estimate surplus would allow the tax rate to be established at one dollar and twenty aenta ($1.20) per one hundred dollar ($100.00) valuation. The Board agreed that the Capital Outlay Funds should be divided on a per capita basis.
