~-"c ~~[J MINZITES OF THE ORANGE CCiTNTY <br />BOARD OF COMMISSIONERS <br />July 10, 1972 <br />The Board of Commissioners of Orange County met in adjourned session in <br />the D3.atrict Courtroom of the Courthouse in Hillsborough, North Carolina on <br />July lo, 1972, at 8 P.M. <br />Members Present: Chairman Harvey D. Bennett and Commissioners William C. <br />Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. <br />Members Absent: None <br />Chairman Bennett stated that this meeting would be confined to discussion <br />of the proposed 1972-1973 budget. <br />The Board members offered various proposals aonaerning the requested <br />appropriations. However, it was agreed that it would be inappropriate to raise <br />the tax rate above the one dollar and twenty cents ($7,.20) per one hundred <br />dollar valuation. <br />Commissioner Ira A. Ward suggested it would be necessary to reduce the <br />Capital Outlay appropriation to one hundred and thirty dollars ($130.00) per <br />student and that the allocation should be made on a per capita basis, to <br />limit personnel services to Pive percent (5~) above last year, delete $25,000 <br />Prom the Seven Mile Creek appropriation and delete $25,000 from the landfill <br />appropriation. He stated that these reduatione would reduce the prvpesed tax <br />rate to one dollar and twenty-three cents ($1.23) par one hundred dollar ($100.00) <br />valuation and that he would be willing to vote for the one dollar and ~twenty- <br />three cent ($1.23) rate. Dissuasion ensued and the other Board members stated <br />their willingness to adopt the reductions, as cited by Commissioner Ward, but <br />that they stSll felt other budget reductions should be made in order to bring <br />the tax rate back to one dollar and twenty cents ($1.20) par one hundred dollar <br />valuation ($100.00). <br />The Chairman directed the County Accountant to riarther study the appropriation <br />requests in order to determine iP the anticipated revenue and the budget <br />estimate surplus would allow the tax rate to be established at one dollar and <br />twenty cents ($1.20) per one hundred dollar ($100.00) valuation. <br />The Board agreed that the Capital Outlay Funds should be divided on a <br />per aspita basis. <br />There being no further business to some before the Board the meeting was _. <br />adjourned to meet again on Thursday, July 13, 1972, at 8 P. Norman Walker. <br />Members Absent: None <br />This meeting was held for the purpose of continuing discussion on the <br />proposed 1972-1973 budget. <br />The County Accountant reported that he did not have eneugh of the revenue <br />estimates completed, therefore., it would not be possible far the Board to <br />finalize the proposed budget. <br />
