Blackwood, <br /> 919.245.2900 <br /> Jennifer Galassi, Legal Advisor to the <br /> Sheriff, 919.245.2952 <br /> PURPOSE: To approve a resolution authorizing the exchange of surplus ammunition for credit <br /> from AmChar Wholesale, Inc. <br /> BACKGROUND: The Orange County Sheriff's Office is in possession of surplus ammunition that <br /> is either no longer needed by or not best suited for the agency. The Sheriff does not authorize <br /> the use of the Winchester 12 gauge slugs, and they are therefore obsolete. The Winchester 00 <br /> buckshot does not employ flitecontrol technology, which is an innovative and important feature <br /> necessary to deliver the tightest buckshot patterns available for law enforcement. Pursuant to <br /> North Carolina General Statutes § 160A-271, the Sheriff's Office has obtained an agreement with <br /> AmChar Wholesale, Inc. for exchange of the ammunition for full and fair consideration in the form <br /> of credit to be used for the purchase of law enforcement equipment, accessories, ammunition, <br /> etc. <br /> FINANCIAL IMPACT: Following the required procedure under the General Statutes, a notice of <br /> the proposed exchange was published in the News of Orange. Upon the Board of Commissioner's <br /> adoption of the attached resolution, AmChar Wholesale, Inc. will take possession of the <br /> ammunition and provide the Sheriff's Office with credit in the amount of $11,875, which can be <br /> used to purchase equipment needed for the Sheriff's Office. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial residential or economic status. <br />
