1 <br /> APPROVED 6/16/26 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> May 26, 2026 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget Work Session on Tuesday, May 26, 2026, at <br /> 7:00 p.m. at the Whiffed Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and Commissioners <br /> Marilyn Carter,Jamezetta Bedford,Sally Greene, Earl McKee(arrived at 7:04 pm), and Phyllis Portie-Ascott <br /> COUNTY COMMISSIONERS ABSENT: None <br /> COUNTY ATTORNEYS PRESENT: Staff Attorney James Bryan <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin Fenhagen, and <br /> Clerk to the Board Laura Jensen. (All other staff members will be identified appropriately below) <br /> Chair Hamilton called the meeting to order at 7:00 p.m. All commissioners were present except <br /> Commissioner McKee. <br /> 1. Discussion of County Departments' FY 2026-27 Recommended Budgets <br /> The Board reviewed and discussed recommended departmental budgets. <br /> BACKGROUND:The County Manager presented the FY 2026-27 Recommended Operating Budget at the <br /> Board's May 5, 2026 Business meeting. Since then, the Board has conducted one public hearing on May <br /> 12,2026 to receive residents'comments regarding the proposed funding plan. At its May 14,2026 budget <br /> work session, the Board discussed recommended FY 2026-27 Outside Agencies funding and <br /> recommended budgets for Chapel Hill-Carrboro City Schools Board of Education, Orange County Schools <br /> Board of Education and Durham Tech Community College. At its May 21, 2026 budget work session, the <br /> Board discussed the recommended FY 2026-27 budgets for the Fire Districts, as well as departments in <br /> the Human Services and Public Safety functions. <br /> This work session offers the Board an opportunity to review and discuss the recommended budgets <br /> directly with County departments and the Sportsplex within the structure of Functional Leadership Teams, <br /> including operations, capital, and department fee schedule change recommendations. <br /> Functional Leadership Teams: <br /> The following Functional Leadership Teams are scheduled to attend this work session: <br /> Support Services: <br /> • Asset Management Services <br /> • Community Relations <br /> • Finance and Administrative Services <br /> • Human Resources <br /> • Information Technologies <br />
