Approve and authorize the Chair of the Board of County Commissioners to sign the FY <br /> 2028 Delegation of Authority (Attachment 1) and Title VI Program Report (Attachment 2) <br /> for Orange County Transportation Services; and <br /> 2. Approve and authorize the Chair of the Board of County Commissioners to sign the FY <br /> 2028 Delegation of Authority (Attachment 3) and Title VI Program Report (Attachment 4) <br /> for the Orange County Department of Aging. <br /> BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) <br /> Integrated Mobility Division (IMD) requires public transportation providers and subrecipients <br /> seeking state and federal transportation funding to complete required documentation as part of <br /> the Unified Grant Application process. <br /> Orange County Transportation Services and the Orange County Department of Aging are <br /> preparing FY 2028 Unified Grant Application pre-application materials that must be submitted to <br /> NCDOT IMD by the required deadline. The required documents include a Delegation of Authority <br /> and Title VI Program Report for each department. <br /> As part of Orange County's ongoing efforts to maximize available transportation funding and <br /> enhance services for older adults and individuals with disabilities, the staff is beginning the <br />
