Bid Response Marabeth Carr, DEAPR Landscape <br /> Architect, (919) 245-2516 <br /> Ardra Webster, DEAPR Business <br /> Officer, (919) 245-2660 <br /> Jovana Amaro, Finance Manager- <br /> Purchasing, (919) 245-2651 <br /> PURPOSE: To: <br /> 1) Approve the County entering into a construction contract with Lanier Construction <br /> Company for the resurfacing of the driveway, parking area, and ADA walking trail at Little <br /> River Regional Park and Natural Area; and <br /> 2) Authorizing the County Manager to execute the Agreement, subject to final review and <br /> approval by the County Attorney, and any subsequent amendments for contingent and <br /> unforeseen requirements up to the approved budget amount on behalf of the Board. <br /> BACKGROUND: Little River Regional Park & Natural Area is a 391-acre partnership between <br /> Durham and Orange counties. Opened in 2004, it offers over 15 miles of trails and a variety of <br /> outdoor recreation opportunities while protecting much of the natural and rural character of the <br /> land. The park's centerpiece is the Little River, recognized as one of North Carolina's cleanest <br /> waterways. Its vibrant ecosystem supports river otters, beavers, and rare freshwater mussels. <br /> Through an interlocal agreement, the park is owned by both counties and managed/operated by <br /> Orange County. The driveway, parking area, and trail have not been resurfaced since their <br /> inception and need repair to ensure visitor safety. <br /> In February 2025, the County contracted with a consulting firm, Summit Engineers, to provide <br /> complete construction plans and specifications to bid re-surfacing the driveway, parking lot, and <br /> walking trail with full-depth asphalt paving. As per the interlocal agreement, Durham County would <br /> pay 50% of the engineering and construction contracts. <br /> An Advertisement for Bids was issued by Orange County in early April 2026. Because the <br /> mandatory three (3) sealed bids were not received by the April 29, 2026, deadline, the project <br />
