Review the proposal and contract with Samet Corporation for Construction Manager-At- <br /> Risk services for the renovation of the John M. Link, Jr. Government Services Center and <br /> the construction of the Sheriff's Evidence Storage Facility; <br /> 2.) Approve funding for Phase I only at a cost of $193,339 for pre-construction services; and <br /> 3.) Approve and authorize the County Manager to execute the contract, subject to final review <br /> by the County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board of County <br /> Commissioners. <br /> BACKGROUND: At its Business meeting on September 16, 2025, the Board of Commissioners <br /> authorized the use of the Construction Manager-at-Risk ("CMAR") project delivery method for the <br /> renovation of the Link Center and the construction of the Sheriff's Office Evidence Storage Facility <br /> and to issue a Request for Qualifications ("RFQ"). <br /> Orange County issued RFQ #367-005466 on November 3, 2025, for the selection of a firm to <br /> provide those services. A total of nine (9) firms were submitted proposals, and three (3) were <br /> selected for interview by the Evaluation Committee on January 24, 2026. The Evaluation <br /> Committee included Sheriff Blackwood and Deputy Chief Tina Skyes from the Sheriff's Office, <br /> and Alan Dorman, Angel Barnes, and Connor Wilkins from the Asset Management Services <br /> Department. <br /> The Evaluation Committee selected Samet Coporation based on its extensive experience in the <br /> construction of police headquarters, courthouses, and emergency services facilities. <br /> The contract with Samet includes pre-construction services for $193,339, including providing <br /> construction cost estimates during schematic design, design development, and the construction <br /> documents phase.
