1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 19, 2026 <br /> Action Agenda <br /> Item No. 8-g <br /> SUBJECT: Approval of Household Hazardous Waste Contract <br /> DEPARTMENT: Solid Waste Management <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Contract Robert Williams, 919-918-4904 <br /> PURPOSE: To approve the Department of Solid Waste Management entering into a Household <br /> Hazardous Waste Contract with Tradebe Environmental Services, LLC for an initial five-year term <br /> and two (2) optional two-year extensions. <br /> BACKGROUND: Solid Waste operates two (2) permitted permanent Household Hazardous <br /> Waste (HHW) collection centers, one located at the Walnut Grove Waste and Recycling Center, <br /> and the other being the Eubanks Road Waste and Recycling Center. The County has operated <br /> a permanent HHW collection center since 2013. The facilities receive household hazardous waste <br /> including motor oil, cooking oil, oil filters, bleach, pesticides, and other associated household <br /> chemicals from Orange County residents throughout the year. The facility is not permitted nor <br /> will it accept any materials from businesses. On average, the Centers receive 272,917 pounds <br /> of hazardous material annually. The collection program has been an environmentally sound <br /> alternative for residents who need an environmentally safe method to dispose of hazardous <br /> waste. <br /> The contract with the County's current vendor expires on June 30, 2026. The County issued a <br /> request for proposals (RFP) in January 2026 seeking proposals from vendors certified to process <br /> hazardous waste materials collected at the HHW centers. Four (4) firms submitted proposals. <br /> Following an evaluation of the proposals, Tradebe Environmental Services, LLC was selected as <br /> the best provider of the services based upon the submissions. <br /> FINANCIAL IMPACT: The financial impact for the initial five-year contract with Tradebe <br /> Environmental Services, LLC shall not exceed $1,738,744.
