Proposed Memorandum of Understanding Christopher Sandt, County Engineer, <br /> (MOU) for Consideration 919-245-2583 <br /> Cy Stober, Planning Director, 919-245- <br /> 2592 <br /> Dave Stancil, DEAPR Director, 919- <br /> 245-2522 <br /> Wesley Poole, Water Resources <br /> Coordinator, 919-245-2513 <br /> Alan Dorman, AMS Director, 919-245- <br /> 2627 <br /> PURPOSE: To approve a Memorandum of Understanding (MOU) between Orange County and <br /> Orange County Schools (OCS) to jointly fund the costs of professional surveying services on the <br /> properties encompassing the Efland-Cheeks Elementary School and the Efland-Cheeks <br /> Community Center & Park Site (hereafter the "project"). <br /> BACKGROUND: The project is located on four (4) contiguous lots with a total combined area of <br /> approximately 27 acres within the Cheeks Township of Orange County. One lot(PIN 9844395355) <br /> is owned by Orange County and is presently vacant. The other three lots (PINs 9844395355, <br /> 9844399372, and 9844493122) are owned by OCS and are the location of both Efland-Cheeks <br /> Elementary School and the Efland-Cheeks Community Center & Park. The Efland-Cheeks <br /> Community Center is owned by Orange County and operated by United Voices of Efland Cheeks <br /> under a license agreement. Efland Cheeks Park is operated and managed by Orange County. <br /> Both the community center and park exist via a long-term land lease from OCS. <br /> Orange County and OCS wish to recombine the three OCS-owned lots to resolve legacy <br /> nonconformity issues related to property lines and building footprints, with the goal for the <br /> elementary school campus to be located on a single lot. <br />
