1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 7, 2026 <br /> Action Agenda <br /> Item No. 8-p <br /> SUBJECT: Approval of Shelter Renewal Contract with Inter-Faith Council <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> FY 2025-26 Renewal Contract Blake Rosser, 919-245-2492 <br /> PURPOSE: To approve a contract renewal with the Inter-Faith Council (IFC) for IFC's Shelter <br /> program in Orange County, providing shelter services to residents seeking housing assistance. <br /> BACKGROUND: This annual renewal contract between the County and IFC for Shelter Services <br /> is a crucial element of the County's Continuum of Care (CoC) responsibilities. The two shelters <br /> that IFC operates provide beds for 52 men and 17 women (and children). <br /> The County has budgeted funds for these services in our Outside Agency funding process, <br /> however given the size of the assistance as well as the unique nature of the county's need for <br /> these services, the contracting was established separately from Outside Agency processes <br /> starting last fiscal year. The $274,453.29 specified in the contract was allocated in the Housing <br /> Department's budget for this purpose, and this contract is the fulfillment of that budget line item. <br /> FINANCIAL IMPACT: The contract renewal amount is $274,453.29 and funding was allocated in <br /> the Housing Department's budget <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 3: HOUSING FOR ALL <br /> OBJECTIVE 2. Address need and any policy barriers to increase access to emergency <br /> shelter beds and other low-barrier housing, including eviction diversion. <br /> OBJECTIVE 10. Support unhoused residents in obtaining temporary and permanent <br /> housing. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair to sign the renewal contract. <br />
