1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 7, 2026 <br /> Action Agenda <br /> Item No. 8-o <br /> SUBJECT: FY 2025-26 Memorandum of Understanding Renewal for the Orange County <br /> Partnership to End Homelessness (OCPEH) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> FY 2025-26 Renewal MOU Blake Rosser, 919-245-2492 <br /> OCPEH FY 2025-26 Approved Budget <br /> PURPOSE: To approve an interlocal Memorandum of Understanding (MOU) renewal with the <br /> towns of Chapel Hill, Carrboro and Hillsborough to jointly fund the Orange County Partnership to <br /> End Homelessness (OCPEH). <br /> BACKGROUND: This annual renewal contract between the County and the towns of Chapel Hill, <br /> Carrboro and Hillsborough is a crucial element of the County's Continuum of Care lead agency <br /> responsibilities. This MOU is the basis on which the four jurisdictions agree to contribute funds to <br /> OCPEH staff and programs based on a proportionate residential breakdown of each jurisdiction <br /> as follows: <br /> • Chapel Hill: 39.7% <br /> • Orange County: 39.5% <br /> • Carrboro: 14.3% <br /> • Hillsborough: 6.5% <br /> Every year the municipalities execute this MOU with the towns` governing boards approval, <br /> followed by the County finalizing the MOU. The funding through this MOU accounts for about 40% <br /> of the overall Continuum of Care (CoC) funding in Orange County. <br /> FINANCIAL IMPACT: The approved budget for OCPEH for FY 2025-26 is $952,537.34, with <br /> Orange County's portion being $376,252.25. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 3: HOUSING FOR ALL <br /> OBJECTIVE 1. Allocate predictable funding sources to contribute or support adding to <br /> affordable housing stock. <br /> OBJECTIVE 2. Address need and any policy barriers to increase access to emergency <br /> shelter beds and other low-barrier housing including eviction diversion. <br /> OBJECTIVE 3. Invest in permanent supportive housing. <br />
