1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 17, 2026 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Permanent Supportive Housing Renewal Contract with Inter-Faith Council <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> FY 2025-26 Renewal Contract Blake Rosser, 919-245-2492 <br /> PURPOSE: To approve a contract renewal with the Inter-Faith Council (IFC) for IFC's Permanent <br /> Supportive Housing (PSH) program in Orange County, providing both shelter services and PSH <br /> services to residents seeking housing assistance. <br /> BACKGROUND: This annual renewal contract between the County and IFC for Permanent <br /> Supportive Housing is a crucial element of the County's Continuum of Care responsibilities. The <br /> PSH program provides rental assistance, housing location, and wrap around community supports <br /> to individuals and families in need of housing supports. PSH programs generally serve individuals <br /> and famlies below 30% area median income (AMI). <br /> Since 2021, the Board has dedicated $150,000 in the Housing Department's budget for this <br /> purpose. This contract is the fulfillment of that budget line item. <br /> FINANCIAL IMPACT: Contract renewal is $150,000. Orange County pays the entirety of the <br /> contract and is then reimbursed from the Towns via the respective Orange County Partnership to <br /> End Homelessness budget percentage shares. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 3: HOUSING FOR ALL <br /> OBJECTIVE 3. Invest in permanent supportive housing. <br /> OBJECTIVE 4. Prioritize and select County-owned land and/or facilities as part of an <br /> overall plan of facilities to create crisis, bridge, low barrier, affordable, and permanent <br /> housing. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair to sign the renewal contract. <br />
