<br />STATE OF NORTH CAROLINA <br /> <br />COUNTY OF ORANGE <br /> <br /> <br />SECOND AMENDMENT TO MEMORANDUM OF UNDERSTANDING <br /> <br /> <br /> THIS SECOND AMENDMENT to the ORIGINAL MEMORANDUM OF <br />UNDERSTANDING, entered into this 17th day of November, 2025, between the Town of <br />Chapel Hill, by and through the Chapel Hill Police Department, (hereinafter “Town”), and <br />Orange County (hereinafter “County”) relates to the partnership between these entities to <br />expand, operate and fund the Mobile Crisis Pilot, subsequently titled the Crisis Assistance, <br />Response and Engagement Team (hereinafter “CARE Team”). This Amended Agreement <br />was necessitated by new funding information provided by Alliance Healthcare to the Parties <br />and replaces the previous Amended Memorandum of Understanding entered into on or about <br />December 18, 2024. This Amendment includes expansion funding to allow the CARE Team <br />to expand to two teams, expand its hours and to expand the service area to include Carrboro, <br />N.C. <br /> <br />WITNESSETH: <br />WHEREAS, the County provides emergency services responses to its customers in need <br />of immediate response and is dedicated to ensuring the appropriate and efficient response to <br />emergencies throughout Orange County, to include Chapel Hill; <br />WHEREAS, the County’s emergency response includes the Public Safety <br />Communications Division that serves as the community’s only public safety answering point <br />(9-1-1); <br />WHEREAS, the Town works closely with the 9-1-1 Public Safety Communications <br />Division, the Emergency Medical Services Division, and has over fifty years of experience in <br />Docusign Envelope ID: 2B64F13F-D3C1-4B59-8FAE-211039A32C82
