1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 4, 2025 <br /> Action Agenda <br /> Item No. 8-k <br /> SUBJECT: Resolutions of Approval for the HOME 2025-2026 Annual Action Plan (AAP) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Final 2025-2026 AAP Blake Rosser, Housing Director, <br /> Resolution Authorizing Submission of the 919-245-2492 <br /> 2025-2026 AAP Aaron Cohen, Community Development <br /> Resolution Approving the HOME Program Manager, 919-245-2491 <br /> Activities for FY 2025-2026 <br /> PURPOSE: To: <br /> 1) Adopt a resolution authorizing submission of the FY 2025-2026 Annual Action Plan; <br /> 2) Adopt a resolution approving the proposed HOME Program Activities for FY 2025-2026; <br /> and <br /> 3) Authorize the County Manager to implement the HOME Program as approved by the <br /> Board of Commissioners, including the ability to execute agreements with partnering <br /> nonprofit organizations after consultation with the County Attorney and based on the <br /> allocation received from the US Department of Housing & Urban Development (HUD). <br /> BACKGROUND: The HOME Consortium Local Government Affordable Housing Collaborative <br /> (LGAHC) is made up of elected officials from all four (4) participating municipalities: Carrboro, <br /> Chapel Hill, Hillsborough, and Orange County. LGAHC reviews staff recommendations on <br /> strategy and policy around HOME funding, and makes recommendations to the Boards and <br /> Councils of each municipality for final approval. <br /> The Consolidated Plan is carried out through Annual Action Plans, which provide a concise <br /> summary of the actions, activities, and the specific federal and non-federal resources that will be <br /> used each year to address the priority needs and specific goals identified by the Consolidated <br /> Plan. <br /> The Annual Action Plan shares how Orange County plans to use HOME funding in a given year. <br /> At its May 20, 2025 Business meeting, the Orange County Board of Commissioners held a public <br /> hearing on behalf of the HOME Consortium at the Southern Human Services Building (2501 <br /> Homestead Rd., Chapel Hill, NC 27516) to receive public input about priorities for the 2025-2029 <br /> Consolidated Plan and 2025 Annual Action Plan. At its June 17, 2025 Business meeting, the <br /> Board of Commissioners approved both plans. <br /> Taking concerns gathered by the Consolidated Plan public engagement period in winter 2024-25, <br /> the LGAHC recommendation for the 2025-26 HOME Award is to focus spending on Repair and <br /> Rehabilitation programs, to be managed by Orange County's repair programs, and Tenant-Based <br />
