1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2025 <br /> Action Agenda <br /> Item No. 8-p <br /> SUBJECT: Approval of HOME 2025 Annual Action Plan (AAP) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Final Draft 2025 AAP Blake Rosser, Housing Director, 919- <br /> 245-2492 <br /> Aaron Cohen, Community Development <br /> Manager, 919-245-2491 <br /> PURPOSE: To approve the HOME 2025 Annual Action Plan (AAP). <br /> BACKGROUND: The HOME Consortium Local Government Affordable Housing Collaborative <br /> (LGAHC) is made up of elected officials from all four (4) participating jurisdictions: Carrboro, <br /> Chapel Hill, Hillsborough, and Orange County. LGAHC reviews staff recommendations on <br /> strategy and policy around HOME funding, and makes recommendations to the Boards and <br /> Councils of each municipality for final approval. <br /> The Consolidated Plan is carried out through Annual Action Plans, which provide a concise <br /> summary of the actions, activities, and the specific federal and non-federal resources that will be <br /> used each year to address the priority needs and specific goals identified by the Consolidated <br /> Plan. <br /> The Annual Action Plan shares how Orange County plans to use HOME funding in a given year. <br /> At its Business meeting on May 20, 2025, the Board of Commissioners held a public hearing on <br /> behalf of the HOME Consortium at the Southern Human Services Center (2501 Homestead Rd., <br /> Chapel Hill, NC 27516) to receive public input about priorities for the 2025 Annual Action Plan. <br /> Based on information gathered by the public engagement period in winter 2024-25, the LGAHC <br /> recommendation for the 2025-26 HOME Award is to focus spending on Repair and Rehabilitation <br /> programs, to be managed by Orange County's repair programs, and Tenant-Based Rental <br /> Assistance (TBRA), to be managed by the Orange County Partnership to End Homelessness <br /> (OCPEH) with its Rapid Rehousing program. The Final Draft 2025 Annual Action Plan is attached. <br /> FINANCIAL IMPACT: The federal grant provides approximately $400,000 in annual funding to <br /> the Housing Department. Approval of the AAP allows the HOME Consortium to access those <br /> funds. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HOUSING FOR ALL <br />
