1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 20, 2025 <br /> Action Agenda <br /> Item No. 5-a <br /> SUBJECT: Public Hearing on Draft HOME 2025-29 Consolidated Plan <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Draft 2025-29 Consolidated Plan Blake Rosser, Housing Director, 919- <br /> PowerPoint Presentation 245-2492 <br /> Aaron Cohen, Community Development <br /> Manager, 919-245-2491 <br /> PURPOSE: To conduct a public hearing to receive public comments on the Draft 2025-29 <br /> Consolidated Plan. <br /> BACKGROUND: The HOME Consortium Local Government Affordable Housing Collaborative <br /> (LGAHC) is made up of elected officials from all four (4) participating municipalities: Carrboro, <br /> Chapel Hill, Hillsborough, and Orange County. The LGAHC reviews staff recommendations on <br /> strategy and policy concerning HOME funding, and makes recommendations to the Boards and <br /> Councils of each municipality for final approval. <br /> The Consolidated Plan is designed to help states and local jurisdictions assess their affordable <br /> housing and community development needs and market conditions, and to make data-driven, <br /> place-based investment decisions. The Board of Commissioners is conducting this public hearing <br /> on behalf of the HOME Consortium at the Southern Human Services Building (2501 Homestead <br /> Rd., Chapel Hill, NC 27516)to receive public input about priorities for the 2025-2029 Consolidated <br /> Plan. All members of the public are welcome, and Spanish interpretation will be provided. <br /> • Consultation and Citizen Participation. Through the Consolidated Plan (often called the <br /> "Con Plan"), grantee jurisdictions engage the community, both in the process of developing <br /> and reviewing the proposed plan, and as partners and stakeholders in the implementation <br /> of programs from the U.S. Department of Housing & Urban Development's (HUD) Office <br /> of Community Planning and Development (CPD). By consulting and collaborating with <br /> other public and private entities, grantees can align and coordinate community <br /> development programs with a range of other plans, programs and resources to achieve <br /> greater impact. <br /> • The Consolidated Plan. The Consolidated Plan, which may have a duration of between 3 <br /> and 5 years, describes the jurisdiction's community development priorities and multiyear <br /> goals based on an assessment of housing and community development needs, an analysis <br /> of housing and economic market conditions and available resources. <br /> • The Annual Action Plan (AAP). The Consolidated Plan is carried out through Annual Action <br /> Plans, which provide a concise summary of the actions, activities, and the specific federal <br />
