These costs include a reduction of revenue from sales tax, reduction in growth, <br /> increased debt costs for facilities, new student costs for next year, increased costs of opening <br /> new facilities, estimate of implementing pay and classification plan, and property tax increases <br /> are going to be small. These are budget drivers. The other issue is the $5 million. Prior to the <br /> County moving to the MUNIS software program, there were some conversions and projects <br /> that had never been taken off the books because the budgeted revenue did not match the <br /> expenditures of the projects. There were also some expected grants that were not received <br /> and the transfers from the general fund did not take place. The estimate is $5 million for <br /> balancing the accounts. <br /> Commissioner Gordon pointed out the big-ticket item that the County will be leasing the <br /> old Wal-Mart facility for Human Services and in 2012 the County will have the option to <br /> purchase the facility. <br /> Chair Jacobs suggested that staff point out how much one penny on the tax dollar <br /> means. It was answered that one penny on the tax rate equals $1.3 million. He reiterated that <br /> the respective Boards of Education decide on the projects for the school systems.
