.. <br />~~ <br />3 <br />"/ <br />Human Services Agencies: <br />1. Develop local initiative programs to aid those who need fuel and/or home <br />weatherization. <br />2. Efficiently implement state and federal programs designed to meet the <br />fuel needs of the poor. <br />3. Initiate efforts to alleviate excessive hardship on low-income, elderly <br />or handicapped county residents in energy emergencies. <br />4. Continue-efforts towards Transportation Coordination. <br />POLICY II. IN ORDER TO ALLEVIATE HARDSHIP AT TIMES OF ENERGY SUPPLY DISRUPTIONS <br />OR OTHER CRISES, ORANGE COUNTY WILL HAVE AN ENERGY EMERGENCY PLAN_ <br />1. The Energy Emergency Committee will include representatives from agencies <br />concerned with energy production and delivery, disaster relief agencies, <br />the Energy Conservation Commission, and the general public. <br />2. This Committee will study all energy emergency plans affecting residents of <br />Orange, including those of utilities, Civil Defense, etc. These plans __. <br />shall be coordinated into one master plan in order to provide information <br />and guidance in time of energy emergency. <br />3. The Committee will work to ensure that emergency vehicles and other identi- <br />fied priority users have access to fuel in any type of crisis. <br />4. The Committee will work to ensure farmers of a fuel supply adequate to <br />plant and/or harvest food croos during fuel shortages. <br />5. The Committee will inform local businesses of the state Set-Aside Program <br />and assist them in applying for relief. <br />6. Civil Preparedness, Emergency Medical Services and other county departments <br />will. be asked to Cooperate with activities of the Energy~Emergency Committees_ <br />POLICY III, ORANGE COUNTY RESIDENTS AND BUSINESSES WILL BE PROVIDED WITH <br />ASSISTANCE IN ENERGY CONSERVATION AND INFORi+lATION ON WAYS TO <br />CURTAIL ENERGY USES. <br />The County Energy Office will: <br />1. Offer to help businesses develop incentive programs which encourage <br />employees to carpool, vanpool, or use public transportation. <br />2. Provide for homeowners or renters information on energy conservation <br />techniques appropriate to their situation. <br /> <br />
