4. Incorporate energy information in budget requests where appropriate. <br />Energy Office: <br />Consult with other departments, make recommendations and help to <br />implement energy management in county policies .and procedures. <br />2. Continue to distribute handouts, pamphlets, slide shows, films and other <br />forms of energy information to county employees. <br />Advise the Finance Department of energy efficient products which are on <br />the market. <br />4. Establish a system for carpooling or vanpooling for county employees. <br />5. Provide reports on building energy use to department heads. <br />6. Provide staff support for the Orange County Energy .Commission and for <br />the Energy Emergency Committee. <br />Human Services Agencies: <br />• 1. Efficiently implement state and federal programs designed to meet the fuel <br />needs of the poor. <br />3. Initiate efforts to alleviate excessive hardship on low-income, elderly or <br />handicapped county residents in energy emergencies. <br />The Orange County Manager requests on behalf of the Energy Commission that <br />each county department or agency provide him with information on any energy- <br />related program in which that department is involved or is considering. <br />POLICY II. IN ORDER TO ALLEVIATE HARDSHIP AT TIl~IES OF ENERGY <br />SUPPLY DISRUPTIONS OR OTHER CRISES, ORANGE COUNTY <br />WII,L HAVE AN ENERGY EMERGENCY PLAN <br />The Energy Emergency Committee will include representatives from <br />agencies concerned with energy production and delivery, disaster relief <br />agencies, the Energy Conservation Commission, and the general public. <br />• <br />
