3 <br />Cultural and Archaeological Resources <br />Policy for Orange County Construction <br />Projects <br />October 3, 2006 <br />Purpose: The purpose of this policy. is to clarify the County s intention to ident fy and evaluate cultural <br />and archaeological resources on sites that are planned for construction prior to the commencement of <br />ground-breaking activity. <br />1. A cultural and archaeological survey shall be conducted for any construction project that meets <br />of the following criteria: <br />a. A project undertaken by Orange County Government that involves the disturbance of 0.5 <br /> acres or more. <br />b. Any project undertaken by Orange County Government located in a local or National <br /> Register Historic District, or in an azea identified, as having a high probability of cultural <br /> or archaeological resources. <br />c. A project by an outside agency, school system or other organization where $50,000 or <br /> more of its funding is provided by Orange County Government. <br />d. Any project funded in full or in part with state or federal monies, or requiring state or <br />• federal licensing. <br />2. The survey shall be conducted using the following general process: <br />a. Once the initial design work (or concept plan) for the development project has been <br /> approved by the Boazd of Commissioners or its designee, before the final plan has been <br /> completed, Orange County will prepare a request for proposals (RFP) for a cultural and <br /> archaeological survey. <br />b. The concept plan shall be used to identify those areas of the site intended for buildings, <br /> pazking, driveways, etc. that shall be subject to subsurface investigation and those areas <br /> suitable for reconnaissance survey. <br />c. The RFP will be sent to a list of firms, who meet the professional qualifications for <br /> archaeology outlined by the National Pazk Service (the Code of Federal Regulations, 36 <br /> DRF Part 61). <br />d., County staff shall receive the proposals and make a recommendation for a firm. <br />e. The Boazd of Commissioners or its designee will consider and approve the contract for <br /> the survey. <br />f. The survey will be conducted prior to any ground disturbing activity. <br />g. Findings from the cultural and archaeological survey shall be incorporated into the final <br /> design for the development project--to assist with the siting of facilities and for <br /> identifying azeas of historic and cultural interest for possible future interpretation. <br />h. Any recommendations for further work identified as a part of the survey shall be <br /> evaluated by the Boazd of Commissioners, and appropriate action taken. <br />Adopted October 3, 2006 <br /> <br />
