~~~'~ ~ PAGE 3~2 <br />Chairman Bennett presented a letter from Senator Ralph Scott revuesting the <br />support of the Board for hie Homestead Bill. Said bill would allow the exemption <br />oP $5,000 on the property tax of persona sixty-five (65) years of age or older <br />whose yearly income did not exaead $3,500. Discussion ensued. No action was <br />taken on the bill. <br />Chairman Bennett presented a memorandum from Lamar Gudger, Senator of the <br />thirty first District, requesting the endorsement of the repeal of Article !} <br />Chapter 13!} of the General Statutes. Said bill reauirea that a pity of'over <br />20,000 population and the county in which St is located were authorized in 1917 <br />and thereafter "to establish jointly a reformatory or home for fallen women". <br />Discussion ensued. No action was taken on the bill. _ <br />Chairman Bennett presented a letter from B. Vernon Cox, Chairman Pitt County <br />Board of Commissioners. Said letter requested the endorsement and the support <br />of the Soard in behalf of the establishment of a Medical School at Fastern <br />Carolina University. Discussion ensued. No cation wsa taken. <br />Chairman Bennett presented a letter from J. F'. Mohn, Representative from the <br />Fourth House District. Said letter requested support of House Bill !x"02 which would <br />provide that the profits from the ABC system would be equally divided between <br />the County and t41e State. Discussion ensued. <br />IIpon motion dP Commissioner Ira A. Ward, seconded by Commissioner Henry <br />Walker, it was mooed and adopted that the Board convey its support of Rvuae Bill <br />1,02 to Representative Mohr and that copies oP said letter be forwarded to the <br />County~s Representatives in the General Assembly. <br />Commissioner Ray brought to the attention of the Soard that the Sheriff was <br />opposed to the provision which wsa contained in the proposed A$C bill that would <br />allow the sale of bear and wine on Sunday. Dissuasion ensued. <br />Chairman Bennett renognized Bill Dorsett. Mr. Dorsett stated that as <br />President of the Orange County Farm Bureau he was present to seek the support oP <br />the Board on Senate Bill 523 and Rouse bill 834 He stated that this proposed <br />legislation would olassify farm land according to its use and that when same was <br />converted to commercial or residential land use then the owner would be taxable <br />for a three pear beak period on the new aeaeasment of said real estate. Discussion <br />ensued. No action was taken on the request. <br />Chairman Bennett invuired of the County Attorney sa to what wsa needed in _. <br />order to the request of the State Highway to abandon 0.5 miles of SR 1193 and SR <br />1580. The County Attorney advised that he would have to institute legal proceedings <br />before said road could ba designated as an abandoned road. <br />Road petitions were received for SR 1533, SR 1325 (Cak Street} road off of <br />SR 19la.B and SR 1318 and SR 1319 (Forrest Avenue and Central Avenue). The Clerk was <br />instructed tc forward same to the State Highway Commission. <br />Commissioner Ward presented a letter from Ola Shambley relative to SR 1102 in <br />Bingham Township. Said letter requested that this road be paved. In reviewing the <br />traffic count and the length of said road Commissioner Ira A. Ward reauested the <br />Clerk"to advise Ms. Shambley that he felt it would be advisable for the citizens of <br />the area to reauest that the southern half of the road be paved as the higher <br />traffic taunt appeared in that area. <br />Chairman Bennett presented a memorandum from Pearson Stewart of the Research <br />Triangle Regional Planning Commission. Said memorandum stated that Federal Grant <br />money needed for the Commissions operation for the months oP April, May and June <br />will not be received until late in July. He requested that Orange County advance <br />to the Research Triangle Regional Planning Commission 11.8, which amounts to <br />$3,3a4".o0 of the 1971-1972 appropriations, with the understanding that this <br />percentage and this amount wSll be deducted from the 1971-1972 appropriation <br />to the Planning Commission. <br />Upon motion of Commissioner William Ray, seconded by ComTiasioner Norman <br />Walker, i+, was moved and adopted that $3,304.00 ba allocated to the Research <br />Triangle Regional Plannirg Commission end that said s~!lount would be deducted from <br />the '_971-1972 budget appropriation. <br />Chairman Sennett presented a resutrle on John Cabe. _"2r. Cabe was a Miller and <br />lievolutionary Patriot. Said letter was requesting that the Board of Commissioners <br />endorse the procurement of a plaque which +aould be installed at the Cabe Mill Ford <br />by the Department oP Archives and Riatory. <br />Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Willfam C. <br />Say, Chairman Bennett was authorized to wr;te a letter of endorsement for the <br />procurement of a historical plaque commemorating the life of John Cabe. <br />
