Mr. Long presented <br />a plat entitled "SECTION THREE OF THE BLUFFS OF ENO' Por the approval of the Board. <br />He stated that the plat met all the requirements of the Zoning Ordinance. <br />Upon motion of Commissioner Henry Walker, seconded by Commissioner William <br />- C. Ray, it was moved and adapted, that the plat entitled "SECTION THREE OF THE <br />BLIIFF3 OF ENO" be approved for recordation and that Chairman Bennett be authorised <br />to sign same. <br />The Zoning Officer advised the Board that the County Planning Board, meeting <br />on Monday, April 19, 1971, forwarded the following recommendations: <br />1. Approval of the request of William Coy Byrd for rezoning 5 acres of his <br />property along the Hillsborough-Eno Township line from a Residential <br />District to a Mobile Home Park District. <br />IIpon motion of Commissioner William C. Ray, seconded by Commissioner Henry <br />Walker, it was moved and adopted that the recommendation .of the County Planning <br />Board relative to the raauest oP William Coy Byrd Por re-coning 5 fares oP <br />his property along the Hillsborough-Eno Township line from a Residential District <br />to a Mobile Home Park District be approved. <br />2. Dani&1 of the request of William Coy Byrd Por rezoning 1.05 acres from a <br />Residential District to a Rural Commercial District, due to the lot not <br />meeting the minimum reauirements of Section 6.3 Minims Lot Width of the <br />Zoning Ordinance. This section calls for a minimum lot width of 200 at <br />the setback line while this property is only 160 at the widest point. <br />Commissioner Henry Walker moved that the recommendation of the County <br />Planning Board relative to the request of William Coq Byrd for rezoning 1.05 <br />scree Prom a Residential Distriot to a Rural Commercial Diatrlat, be denied. <br />This motion died Por the lank oP a second. Further dissuasion ensued. It <br />was agreed that the Commisainners would make an on the sight inspection of the <br />premises. <br />The County Attorney presented a letter from Bert Montague in behalf of the <br />Clerk of Court. Said letter advised the Board that certain volumes oP law books <br />~~+ for the criminal court rooms could be acquired at a coat to the County of X235.12. <br />~~'k The County Attorney recommended the purchase of said books and gave as his reason <br />• that the judges who were currently conducting court did not have any source of <br />reference available to them. <br />Upon motion of Commissioner Norman Walker, seconded by Commissioner William <br />C. Ray, the Clerk of Court was authorized to purchase the books whfnh would be <br />made available through the Administrative OPfioea oP the Court. <br />Chairman Bennett presented a letter Prom the core of engineers which stated <br />that a Plood plain level study could be made available to Orange County through <br />the Research Triangle Regional Planning Commission. Discussion ensued as to the <br />advantages fqr a P1ood plain level survey. <br />IIpon motion of Commissioner Norman Walker, seconded by Commissioner Henry <br />Walker, it was moved and adopted, that the County raauest a flood plain level <br />survey be made. <br />Chairman Bennett recognized Mark Burnham oP the Research Triangle Regional + <br />Planning Commission. Mr. Burnham presented copies on the matter of solid waste <br />entitled "NORTH CAROLINA STATE BOARD OF HEALTH RIILE.S AND REGULATIONS PROVIDING <br />STANDARDS OF SOLID WASTE DISPOSALS". Mr. Burnham stated that the Board of <br />Health would make a survey for the County similar to the one which had been made <br />for Chatham County and that said survey would include lands available Por a <br />land fill area, coat factor and other pertinent infoxaaation on the subject of <br />solid waste. Discussion ensued as to the problems currently being encountered <br />by the County. <br />~ Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Henry <br />Walker, the County Administrator was instructed to consult with Dr. 0. David <br />Garvin, District Health Officer, and secure his approval to make the raauest <br />that the State Health Department make a land fill study Por the County. <br />Commissioner Ira A. Ward extended congratulations of the Board to Mark <br />Burnham upon his recent marriage. <br />
