The Board advised Magor Cates that they would take the matter under <br />advisement. <br />Mayor Cates informed the Board that the current land fill operation was <br />encountering financial difficulty, in that the facility was being utilized to <br />a greater extent than had been anticipated. He reaueated that the Board <br />appoint someone to work with the Town Administration on the problems which <br />were being encountered. The Board reaueated the Mayor to submit to them data <br />relative to the expected expenditures and other pertinent information relative <br />to the land fill operation. <br />Mark Burnham reaueated the opportunity to submit a report and other <br />information on land fill operations at some future dot®. The Board advised <br />Mr. Burnham that they would welcome such a report. <br />Chairman Sennett recognized Tom Ward, Director oP the Sooial Serviaes <br />Department. <br />IIpon motion of Commissioner Ray, seconded by Commissioner Norman Walker, <br />the Chairman was authorized tv sign the following Blind Aid Agenda: <br />AID TO THE BLIND AGENDA <br />April 5, 1971 <br />NAMg EFFEC. Allen 5-1-71 70-11 Increased Sooial Security <br />benefits and other budget <br />ahangea. <br />The County Administrator made a report on the meeting which was eaheduled <br />in Raleigh with the State Representatives of the Sooial Services Department. Mr. <br />Gattia stated that the determining factor, as Par as Orange County was concerned, <br />had been that the student population should be subtracted from the formula <br />being employed by the Social Serviaes Department, however, once this was done it <br />did not assist the County in the other areas being applied by the formula. <br />Mr. Ward presented the estimate of the 1971-1972 expenditures from the <br />1gca1 department. He stated that acoording to the General Statutes this estimate <br />moat be submitted to the State Department by the middle of April. Diacusaion <br />ensued relative to the Medicaid expenditures for 1970-1971. <br />IIpon motion of Commisaianer William Ray, aeaonded by Commissioner Norman <br />Walker, it was moved and adopted, that the Clerk to the Board notify the Orange <br />County Representatives that the Orange County Board of Commisaionera do request <br />that the State assume each aounty~a portion of the Medicaid program and that if <br />this cation is not possible or Peasible that some legislative action be taken to <br />place limitations or restrictions on the program. <br />IIpon motion of Commissioner William Ray, it was moved that tenative <br />approval of the Local Soeiel Serviaes 1971-1972 budget be approved. <br />This motion died for look of a second. <br />Upon motion oP Commissioner Ira A. ward, seconded by Commissioner Henry <br />_ Walker, it was moved that the Director of the Social Services Department submit <br />. the 1971-1972 preliminary budget without same being signed by the Chairman of <br />the Board. Diacusaion ensued. Mr. Ward was advised to notify the State <br />Department of Sooial Services that the said preliminary budget estimate wsa not <br />being signed bq the Orange County Board as there were a number of items <br />`- included in said budget estimate which were now being considered by the Qenaral <br />Assembly and that forthcoming legislation could well affect the ultimata <br />estimated budget figures. <br />Chairman Sennett called far a note on Commissioner Ward~a motion. <br />Commissioners Henry Walker and Ira Ward voted aye. Commiasionera Norman Walker <br />and William C. Ray voted nay. Chairman Bennett voted aye and then declared the <br />motion passed. <br /> <br />
