18 <br /> Recreation and Parks Director Lori Taft said that$375,000 could probably finish the <br /> construction of two of the proposed six fields at West Ten, probably without the lighting. This <br /> would include the irrigation, with Bermuda grass, with fencing at the perimeter, but no <br /> bathrooms. For Twin Creeks, the $650,000 would build the two fields fully with lights. The <br /> additional $375,000, if applied to Twin Creeks, would not build two more fields fully. <br /> Commissioner Foushee said that Craig Benedict and Dianne Reid took her to visit West <br /> Ten today to look at the pre-graded fields. She asked, if they were not to use the $375,000 for <br /> that project, and if they delayed building the fields, how much would the costs increase. Lori <br /> Taft said that there would be an inflation factor. The overall project for the rest of West Ten is <br /> estimated at another$2 million. <br /> Commissioner Foushee said that she supports Commissioner Gordon's request to get <br /> more information. <br /> Commissioner Halkiotis said that when you are in the hither lands, you tend to be <br /> forgotten. He said that Efland has always been forgotten except that it is on a map, and at <br /> election time it becomes a popular place. He thinks that the County Commissioners need to <br /> send a clear message that the people of Efland are important and the fields need to be built <br /> because the people in Efland have just as much of a right to participate in soccer amenities as <br /> people in the southern end of the County. The land is already graded and the two fields should <br /> be built. Legal Advertisement for May 23, 2005 Quarterly Public Hearing <br /> The Board considered authorizing submittal of the Quarterly Public Hearing Legal <br /> Advertisement for publication for the May 23, 2005 Quarterly Public Hearing, with the Planning <br /> Department proposing the addition of an approximate %2 page advertisement, which includes a <br /> color map to complement the text advertisement of the proposed Residential Density Zoning <br /> Text Amendments. <br /> Planning Director Craig Benedict made this presentation. There are two formal items <br /> and one informational item. The two formal items include an amendment to the Orange County <br /> Flood Damage Prevention Ordinance. The County has recently been reviewed by the State <br /> Emergency Management Agency in conjunction with the Federal Emergency Management <br /> Agency and they are suggesting some revisions to the ordinance. These amendments would <br /> approve the County's rating with the state and federal governments with regard to flood . <br /> insurance. The second item has to do with the Comprehensive Plan Land Use Element <br /> Update. This would be an initial meeting for this item and the more formal meeting would be in <br /> November when notice will be sent out to citizens. This item addresses changes in <br /> demographics that have occurred over the years. <br /> The legal advertisement would be put in two local newspapers—Chapel Hill Herald and <br /> the News of Orange—and put a color version of one of the options, which would have to do <br /> with the land use density in the rural areas of the County. He described the areas on a map. <br /> There will be no decisions made at this meeting. There would be another public hearing in <br />
