3 <br />A motion was made by Commissioner Foushee, seconded by Commissioner Gordon <br />to approve option 2 of the Capital Funding Options. <br />VOTE: Ayes, 4; No, 1 (Commissioner Jacobs) <br />9-e. Chapel Hill-Carrboro Board of Education Reauest for Additional Fundina for Hiah <br />School #3 Construction <br />John Link made reference to the letter dated April 22, 2005 from Superintendent <br />Pedersen, which is a request for additional funding for the completion of High School #3. The <br />resolution by the Board of Education adopted April 21St was a request to the County <br />Commissioners to provide an amount of $7,534,200, which would bring the total amount for the <br />high school to $39,176,200. Appendix 18 is a series of questions asked of the school board <br />last week and the responses. <br />Commissioner Gordon pointed out that this is not a work session but a continuation of <br />a regular meeting. <br />John Link gave his recommendation. He said that the way he would respond is the <br />way he would expect the Board of County Commissioners to ask of him if the outcome of a bid <br />process was proportionately the same amount as the school board's was. The first question he <br />would ask is at what point the architects give any indication that the increase would be <br />something other than what was indicated in the fall - $4.5 - 5 million. He would be concerned <br />about the architects sharing relevant information about where they are in the bid process <br />because he knows how the prices of steel and concrete are, but there is a point where the <br />architects should advise not going out to bid because of the price increases. He made <br />reference to page five of appendix 18, or the letter dated April 29th, which lists the alternates <br />that were sited for the building. He would expect the County Commissioners to tell him in a <br />situation like this to go back and see what can be done about the alternates to cut back on the <br />cost overage. On page 11 of the letter, there is about $1 million worth of extra costs, for things <br />such as environmental issues. He would ask the Board to consider whether these extras are <br />necessary. He would also recommend that the Board look at the Manager's recommendation <br />of reallocation of the $12.8 million for Elementary School #10 - $3.5 million is already <br />earmarked for the OCS Middle School #3. There is also $3.8 million earmarked for High <br />School #3, and the Board could decide to allocate more or less for this. He pointed out that the <br />County has no other source of revenue to address its capital issues, such as the new senior <br />centers, the animal service building, and the County campus. His last recommendation is that <br />the school board looks at how it might address some of the difference between $3.8 million and <br />the total overage of $7.6 million by looking at pay-as-you-go priorities that were given to the <br />Board last week. He would expect the Board to tell him to go back to the pay-as-you-go CIP <br />and see where to find other funding to make up the difference in a project with such overages. <br />Chair Carey agreed with John Link about the questions that the Board would raise to <br />its own staff. <br />Commissioner Halkiotis asked if the County Commissioners had asked the school <br />board to make sure that this school was generator ready to be used as a community shelter. <br />Steve Scroggs said that there is a line item that talks about the generator costs. Commissioner <br />Halkiotis asked if the County Commissioners asked them to do this, or if the staff asked them to <br />do this. John Link said that the staff asked the school board to do this. <br />Commissioner Halkiotis said that the Board of County Commissioners designated two <br />emergency shelters in the County -one at C. W. Stanford Middle School and one at Smith <br />Middle School. The County Commissioners never formally voted to ask that this high school <br />also be designated as a community shelter. John Link stated that he took responsibility. <br />Commissioner Halkiotis said that rainwater collection is nice, but $330,000 is too <br />significant for rainwater collection.
