School Impact <br /> Fee Reports <br />PURPOSE: To authorize an additional appendix to the School Impact Fee Reports prepared by <br />TischlerBise, Inc.; make a decision regarding an amendment to the Educational Facilities Impact <br />Fee Ordinance to adopt updated impact fee levels effective January 1, 2009 and provide for <br />incremental increases until 2013; to accept the student generate rate calculated in the <br />TischlerBise, Inc. reports; and to direct staff to begin the process outlined in the Schools <br />Adequate Public Facilities Ordinance (SAPFO) to update the student generation rates used in <br />SAPFO. <br />BACKGROUND: Orange County adopted the Educational Facilities Impact Fee Ordinance in <br />1993 and last updated impact fee levels in 2001. In 2007, the County contracted with <br />TischlerBise, Inc. to produce an updated impact fee study. Copies of the draft reports were sent <br />to the School Districts, BOCC, and municipal Planning Directors on July 22, 2008 and the Board <br />formally received the draft Educational Facilities Impact Fee reports at its October 7, 2008 <br />regular meeting.
