ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: December 11, 2008
Action Agenda
Item No. ~p - ~
SUBJECT: Review of Proposed Chatham/Orange Joint Planning Task Force
DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No
County Commissioners, Planning
ATTACHMENT(S):
1. Proposed Task Force Program
(Charge and Composition)
2. 9/18/08 Assembly of Governments
Meeting Minutes
INFORMATION CONTACT:
Laura Blackmon, 245-2300
Barry Jacobs, Commissioner
Craig Benedict, 245-2575
PURPOSE: To review potential processes, including proposed charge and composition, to
establish one new Chatham/Orange Joint Planning Task Force with internal workgroups and,
following any revisions, authorize staff to forward the task force proposal to the other
jurisdictions for approval and respective appointments.
BACKGROUND: During the last year, representatives from Orange County, Chapel Hill, and
Carrboro met on several occasions with colleagues from Chatham County to discuss shared
interests and concerns. The issues discussed generally fall into three categories: (1) joint
planning, (2) transportation planning/public transportation, and (3) water supply/watershed
protection,
Information from these discussions was shared at the March 31, 2008 Assembly of
Governments (AOG) meeting. Based on that meeting, staff was asked to develop a proposed
process with a charge and composition for three task forces to address the topical areas
identified above. However, at the September 18, 2008 AOG meeting a new single joint planning
task force with internal topic-specific work group was suggested.
On September 18, 2008 at the Assembly of Governments, there was discussion about the
number, timing, organization, membership, work plan and prioritized task force topics.
The following aspects appeared to reach some consensus:
1. Collapse the 3 task forces into 1 joint planning task force with multiple areas of interest
acknowledging the strong land use and transportation linkage.
2. The joint planning task force would have internal work groups to focus on particular topics
for optimal success.
3. Two members from each local government and other interested parties such as UNC,
OWASA & TTA.
