ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 11, 2008 <br />Action Agenda <br />Item No. . ~~ <br />SUBJECT: Authorization to Execute Change Order for Roof Repairs, Triangle Sportsplex <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />PURPOSE: To consider approving a change order not-to-exceed $180,000 for replacement of <br />the roof over the ice rink and needed repairs in the central common area and the area over the <br />pools at the Triangle Sportsplex. <br />BACKGROUND: The construction of the Central Orange Senior Center and Sportsplex <br />renovation project is scheduled for completion by mid-January 2009. As the Board is aware, <br />major additional space was provided to the Sportsplex by developing a mezzanine area over the <br />ice rink, which will be used for weight and cardio programs. <br />The development of the mezzanine space revealed what appears to be along-standing issue <br />with the roofing system over the ice rink. The original 1994 roof, which is nearing the end of its <br />useful life, was installed without a vapor barrier. The lack of a vapor barrier, coupled with the <br />significant temperature difference between the ice rink and the ambient air, accelerated roof <br />failure. Although repairs could be carried out for approximately $80,000, the life of the roof <br />would only be extended for approximately 3 years. Following review of a roof report from the <br />County's roofing consultant, staff is recommending the roof over the rink be replaced. The <br />replacement will include a 15-year material and labor warranty. <br />Staff recommends the work be done prior to the completion of the renovation in order to prevent <br />further damage of the renovated areas and to minimize inconvenience to the long-suffering <br />Sportsplex patrons. <br />The requested change order also includes funds to make needed repairs to the roof over the <br />common areas and pools as well. No total replacement is recommended for those areas at this <br />time. <br />FINANCIAL IMPACT: The estimated cost for the replacement and repair work is estimated not <br />to exceed $180,000. These funds are available in the Board-approved Roof <br />Repairs/Replacement Capital Project Ordinance. <br />RECOMMENDATION(S): The Manager recommends the Board approve a change order not- <br />to-exceed $180,000 for replacement of the roof over the ice rink and needed repairs in the <br />central common area and the area over the pools at the Triangle Sportsplex; and authorize the <br />Manager to execute the change order. <br />
