<br />Upon motion of Commissioner William C. Ray, seconded by Commissioner
<br />Norman Walker, it was moved and adopted, that the Board reoueat the Governor
<br />to offer a reward for information leading to the arrest and conviction of
<br />that person or persons responsible for this heinous crime.
<br />Commissioner Henry Walker brought to the attention of the Board a
<br />memorandum which had been issued by Dr, Joaeoh Lowman, Mr, Ron Brown and Mr.
<br />Walter McDade, members of the Taster-Agency Council. This memo stated that a
<br />steering committee was interested in establishing sheltered workshops for
<br />- the Northern Orange County area and that a meeting was being scheduled for
<br />Wednesday, Maroh 10, 1971, at 2 P, M, in the District Health Department in
<br />Hillsborough, North Carolina. The Clerk was instructed to notify G. A, Brown
<br />of this meeting as he had expressed interest in the establishment of sheltered
<br />workshops,
<br />Chairman Bennett brought to the attention oP the Board that the matter of
<br />the Nutrition Aid program,which had been submitted by the Orange County
<br />F~tenaion Service, had not been acted upon by the Board, Discussion ensued, i
<br />Upon motion of Commissioner Ira:A, Ward, seconded by Commissioner Henry
<br />Walker, it was moved that Orange County approve the Nutrition Aid Program as
<br />submitted by the State F.~tension Service and which would be under the
<br />direction of the Crange County Extension Service. Chairman Bennett called for ~
<br />a vote on the motion. Commissioners Henry Walker and Ira A, Ward voted aye.
<br />Commissioners William C. Rap and Norman Walker voted nay. Chairman Bennett,
<br />in order to break the tie, voted aye and then declared the motion carried,
<br />The County Administrator stated that ha had not received a report from ii
<br />the engineers on the Seven Mile Creek Reservoir pro~eat,
<br />Chairman Bennett stated that the Board needed to appoint a steering
<br />committee for the Battle of Alamance Bi-Centennial Committee.
<br />Upon motion of Commissioner William C, Ray, seconded by Commissioner Ira
<br />A. Ward, it was moved and adopted, that Chairman Harvey Bennett, William A.
<br />Graham, III, Mrs, Alfred Engstrom and Robert Stipe and the Presidents of each
<br />- Historical group in the county be appointed as members of the steering committee.
<br />Tt was further moved that Mrs. Alfred Engstrom be appointed as Temporary
<br />Chairman for the purpose of organizing the committee.
<br />Commissioner William C. Ray presented a list of names from Clarence U,
<br />Jones, Chairman of the Human Relations Council. Chairman Bennett read the
<br />names which were listed as possible nominees as council memoera,
<br />Upon motion of Commissioner Tra A, Ward, seconded by Commissioner Henry
<br />S, Walker and Conanisaioner Norman Walker, Don Cox, Mrs, Glenn Auman and
<br />Roosevelt Warner, Jr, were appointed as members of the Orange County Human
<br />Relations Council.
<br />Chairman Bennett recognised Lucius M. Cheshire, County Attorney, for
<br />the Pirst reading of the Ordinance entitled "ORDINANCE REGULATING EXPOSING
<br />TO VIEGT THE FEMALE BODY."
<br />Upon motion of Commissioner William C. Ray, seconded by Commissioner Norman
<br />Walker, the first reading, by the County Attorney, of the Crdinance entitled
<br />"ORDINANCE REGULATING EXP03zNG TC VIEW THE FEMALE BODY" was adopted in
<br />accordance with G,3, 153-9(55) and the public hearing for said Ordinance was
<br />scheduled for March 9, 1971, at 8 o'clock P,M, in the Commissioners Room at ~
<br />the Courthouse in Hillsborough,
<br />The County Administrator advised the Board that an error had been made in
<br />the 1969 tax assessment on the property of Howard Tate and that Mr, Tate had
<br />renuested a refund in the amount of $l}O.L~.7, The Board inquired of the County
<br />Administrator if the refund was due Mr, Tate. Mr, Gatos stated that tha error
<br />had been corrected in the 1970 assessment and he felt the refund should be made.
<br />Upon motion of Commissioner Henry Walker, seconded by Commissioner Norman
<br />Walker, the Tax Supervisor was authorized to refund $1}C,la.7 to Howard Tate,
<br />because of an error in his 1969 tax assessment.
<br />The County Administrator advised the Board that G, S, 105-29f+ required the
<br />County to adopt an assessment ratio for the year of 1971.
<br />Upon motion oP Commissioner Henry Walker, seconded by Commissioner Norman
<br />Walker, it was moved and unanimously adopted, that Orange County establish its
<br />1971 Assessment Ratio at seventy (70;b} percent of the 1966 value.
