7 Pace 344 <br />"WHEREAS, the county oP Orange County by resolution dated March <br />1, 1971, has agreed to participate in planning effort for the improve- <br />ment of the criminal justice system in North Carolina; and <br />WHEREAS, pursuant to statutory authority conferred upon <br />muniaipalitiea by virtue of G. S. 16D-20D (I}5) and upon counties by <br />virtue of G. S, 153-9 (60), municipalities and counties may create <br />joint agencies to act For and on behalf of partici»ating municipalities <br />and counties to plan and execute training and development programs for <br />criminal justice agencies; _, <br />NCW.THEREFDRE, BE IT RESOLVED THAT there is hereby created the <br />TRIANGLE CDMMISSIDSI ON Criminal Justice Planning Agency to be composed <br />of the following agencies, to wit: <br />Raleigh Wane Forest Carrboro Johnston County <br />Wake County Apex Hillsborough Smithfield <br />Garner Fuquay Orange County ABC Benson <br />Cary Durham Lea County Aenly <br />Wendell Durham County Chatham County Selma <br />Zebulon Orange County Siler City Clayton <br /> Chanel H311 Pittsboro <br />The TRIANGLE COMMISSION on Criminal Justice Planning Agency <br />aonaiata of: (l) one member representing each elected government <br />unit (or county) within the planning region. One member representing <br />each law enforcement unit (or count) within the planning region. At <br />least two members of the Judiciary Superior or District). Cne <br />Solicitor. One member from each Model pities group within the planning <br />region. At least one parole officer stationed within the planning <br />region. At least one probation officer stationed within the planning <br />region. At least five members representing the general public. <br />Consideration shall be given to female, minority and student representation. <br />(2) An executive board shall consist of at least ten percent of the full <br />policy board, No more than fifty percent of the executive board should <br />be law enforcement personnel. There should be at least four members <br />on the executive board being elected officials of the local units of <br />government. At least two at large members (general public representatives) <br />should be on the executive board, <br />The planning agency shall have a full-time Planning Director who <br />shall assume responsibility for coordinating the planning efforts for <br />the TRIANGLE CDMMISSZgN on Criminal Justice Planning Agency. <br />The purpose of the TRIANGLE COMMISSION on Criminal Justice Planning <br />Agency is to prepare and adopt comprehensive criminal justice plans <br />based on their evaluation of local problems of the criminal justice <br />system. The Planning Agency may receive and disburse funds made available <br />for the purpose of planning. It may prepare applications for action <br />programs to improve criminal justice within the particular region <br />involved and to this end may conduct surveys, studies, interviews and <br />any other efforts necessary to prepare plans and programs for the <br />improvement of criminal justice." <br />Chairman Sennett read a letter from Dr. Charles H. Blake. Dr. Blake suggested <br />that upon completion of the new facilities for the Board of Fduoation that the old <br />Courthouse, in its entirety, be designated as a Historical Museum. No action was <br />taken on acid renuest. <br />The Clerk was instructed to forward to the State Highway Department petitions <br />for SR 1129 and SR 1946. <br />Chairman Sennett read a letter from Don Matheson, Chairman of the Library <br />Board. Said letter reouested that Mrs. Bonnie Davis and Mrs. Virginia Warren be <br />appointed as members of the Library Board. <br />Upon motion of Commissioner Henry S, Walker, seconded by Commissioner Norman <br />Walker, it was moved and adopted that Mrs. Bonnie Davie and Mrs. Virginia Warren <br />be appointed as members of the Library Board. <br />Chairman Bennett advised the Board that he had received a call from the editor <br />of the Durham Sun reouesting that the Orange County Board of Commissioners consider <br />offering a reward for evidence leading to the arrest and conviction of the party <br />and/or parties responsible for the deaths of Patricia Mann and Jesse McBane. <br />Disouaeion ensued. The Board inovired of the County Attorney if they could. legally <br />offer such a reward. The County Attorney advised the Board that they could pass a <br />resolution reaueating the Governor to offer the reward, Further dissuasion ensued. <br /> <br />
