WHEREAS, Orange County nonprofits provide opportunities for developing skills, leadership <br /> abilities, and service through civic engagement; and <br /> WHEREAS, everyone who lives in Orange County benefits from nonprofits' vital contributions <br /> of strengthening our social fabric, public policy, culture, sense of community, and <br /> future; <br /> NOW THEREFORE, be it resolved that the Board of Commissioners of Orange County <br /> declares November 2008 as Nonprofit Awareness Month and extends its <br /> congratulations to charitable nonprofits serving our community for their dedicated <br /> service to the community and its sincere gratitude to the residents of Orange County <br /> whose volunteer spirits and donations make these organizations strong. <br /> Proclaimed this 61h day of November 2008. <br /> A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br /> approve a proclamation, as stated above, declaring November 2008 as "Nonprofit Awareness <br /> Month" and authorize the Chair to sign. <br /> VOTE: UNANIMOUS <br /> c. Stillhouse Creek Water Quality Grant Project <br /> The Board received an update on the progress and success of the Stillhouse Creek <br /> Water Quality Grant demonstration projects. <br /> Soil Conservationist Gail Hughes summarized the abstract, giving the background. <br /> This stream restoration project began in February 2006 and was completed in May 2006. The <br /> creek is located between the Sheriff's Office and the Link Government Services Center. She <br /> showed some photos. The project did not cost the County any direct funds other than staff <br /> time and the conservation easement. <br /> The best management practices within the project include a rain garden and rain <br /> barrels, an educational sign, a pet waste receptacle, and a split rail fence to delineate the <br /> stream buffer and conservation easement. <br /> PUBLIC COMMENT: <br /> Don Cox is one of the five Soil and Water District Supervisors for Orange County. He <br /> said that this work for Stillhouse Creek and the rain garden are examples of a new program <br /> they are bringing across the State, which is called Community Conservation Assistance <br /> Program, or C-CAP. There can be cost-sharing of up to 75% for programs. This program will <br /> improve stream water quality and reduce the impact of storm water runoff. They will be asking <br /> for assistance for this program in the future. <br /> Commissioner Carey asked where funds came from for this project and Don Cox said <br /> that they have been working with Clean Water Management Trust Fund grants. The <br /> legislature unanimously approved this in 2006 as a State cost-sharing program and <br /> appropriated enough in 2007 for Statewide staff.
