He also thinks that ultimately, the work has <br /> been done to provide water and sewer for the economic development district, and there can <br /> now be some economic development in a meaningful way that will send a message that <br /> Orange County is interested and willing to work with reasonable, high-quality people who want <br /> to do good development in Orange County. <br /> VOTE: UNANIMOUS <br /> b. 2009 Benefits Recommendation <br /> The Board considered approving the County Manager's 2009 employee dental <br /> insurance plan, flexible compensation program, employee assistance program, and health <br /> insurance plan recommendations. <br /> Commissioner Gordon made reference to page 15, Total Monthly Premium Costs Per <br /> Employee, and asked about the figures on this. She did not think this table was right. Diane <br /> Shepherd said that the staff reviewed some figures from the September 22nd presentation, and <br /> the figures were updated. The figures on Attachment 5-a are the most recent and correct. <br /> Commissioner Gordon suggested that the Board approve this in principle and have the staff <br /> make sure the numbers are correct. <br /> Commissioner Foushee agreed that there was conflicting information. <br /> Michael McGinnis said that open enrollment is about a month long and it will go into <br /> November. The numbers are going to be within the budgeted 8% increase for health care. <br /> The staff will come back with exact numbers on this. <br /> Laura Blackmon said that approval was needed tonight in order for the employees to <br /> sign up starting on October 151h <br /> Chair Jacobs said that this could be brought back on October 141h <br /> A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br /> approve in principle the enhancements to the dental insurance, flexible compensation plan, <br /> and employee assistance plans effective January 1, 2009. This also includes the approval in <br /> principle of the renewal of the current plan for health insurance with no changes in plan design <br /> for the plan year beginning January 1, 2009. <br /> VOTE: UNANIMOUS <br /> c. Contract with NC Agricultural Development and Farmland Preservation Trust <br /> Fund for the Regional Value-Added Shared-Use Food &Agricultural <br /> Processing Center <br /> The Board considered approving a contract with the NC Agricultural Development and <br /> Farmland Preservation Trust Fund fora $132,000 grant for the Regional Value-Added-Shared- <br /> Use Food and Agricultural Processing Center and authorizing the Chair to sign, subject to final <br /> review by staff and the County Attorney. <br /> Noah Rannells said that this is a contract for$132,000 for the value-added center. <br /> Commissioner Gordon said that she is glad the County got the grant but Orange <br /> County is more financially committed than the other counties primarily due to the building <br /> contribution . She said that there is no indication how Orange County is going to be repaid in <br /> this document. She made reference to page 14 where it shows that every jurisdiction is paying <br /> much less than Orange County. She said that she is more concerned about page 25 where <br /> there is no indication in the funding plan where Orange County is going to get any recognition <br /> of having contributed the building.
