57 <br />12 <br />not appoint a small-area planning group, but, <br />could send that recommendation forward to the <br />Board of Commissioners. <br />Willis emphasized that there are three parts to <br />the Planning Staff recommendation. The first is <br />denial of the rezoning; another, to recommend <br />pursuit of a'small area plan; and, the third part <br />of the recommendation is to study /review <br />agricultural services and uses in the area with <br />the involvement of the Agricultural Districts <br />Advisory toard and Cooperative Extension. <br />Walters asked how long it would take for the <br />small area planning process. Willis responded <br />that she feat it would take six months to one <br />year. However, she indicated Planner David <br />Stancil might better be able to answer questions <br />regarding that issue. <br />Reid asked for a list of uses in the AR district <br />other than farms. Hinkley responded that single <br />family homes, duplexes, and those uses related to <br />residential development such as fire stations, <br />community halls, recreational facilities, etc. <br />Hinkley noted that bona fide farms are exempt. <br />Mr. Davis noted that he had begun the process in <br />1989 and felt he had met all of the rules with <br />the exception of the one addressed by Mr. Brough <br />regarding the septic system for the furniture <br />store. He asked that the Board help him with his <br />problem and grant the rezoning. <br />Steve Yuhasz, land surveyor, asked if an AS <br />district is limited to a commercial node and the, <br />response was no... <br />Tom Whisnant, representing property owners of <br />White Cross. He distributed a list of "Reasons <br />Not to Rezone" front those property owners to <br />Board members. (A copy of the list is an <br />attachment to these minutes on page .) <br />Mr. Whisnant continued expressing concern with <br />comments made regarding rental property since Mr. <br />Davis owns a lot of rental property in the area.- <br />Mr. Whisnant stated that he felt there was no way <br />that the Planning Board could consider approving <br />this request and remain within the guidelines and <br />intent of.the Land Use Plan and Zoning ordinance. <br />He noted that it circumvents any type of traffic <br />impact study.
