a
4. Allow the Jordan Lake Intake discussion and adhoc workgroup (originally part of task
force #3) to proceed on its own track with reporting back to the joint planning task force at
appropriate times.
5. Move watershed issues, which were part of task force # 3, into the joint planning task
force.
6. Have the joint planning task force meet on a more regular basis such as monthly to jump
start discussions on regional transportation.
7. Permit membership to include two from each jurisdiction possibly with each member
having interest in one of the two areas of land use (including watershed planning) and
transportation.
8. Meetings would have a focus on a particular planning issue to garner the participation of
members and in some cases, UNC, OWASA and the Town of Hillsborough.
9. The joint planning task force should develop a prioritized work plan including timely
implementation actions so outcomes can be realized in the short term.
10. Report back to the full elected bodies on a regular basis.
This task force outline is attached, and the Board is asked to review the charge and
composition, and provide any comments or revisions. The Board is also asked to authorize staff
to 1) examine the potential County staff resources needed to participate in these efforts, and 2)
forward the proposed task force summaries to the other jurisdictions for approval and respective
appointments.
Following action by the other jurisdictions, the Board will be asked to consider final approval of
the this joint planning task force process, as well as make Orange County's appointments to the
internal work groups. It is suggested that, at the appropriate time, the BOCC not appoint one
Commissioner to serve on the two workgroups, but rather select a different Commissioner to
serve on either of the groups.
It should also be noted that the proposed task force and their respective topical areas as
detailed in the attachment were developed to mirror the discussions involving the
representatives from Orange County, Chatham County, Chapel Hill, and Carrboro over the
summer.
Related Matter of Jordan Lake Intake
At the AOG meeting in March and September, representatives from the City of Durham and
OWASA spoke about their efforts to develop a long range strategy for ensuring adequate water
supply is available under normal rainfall and drought conditions. That effort has expanded to
discussions over the summer with other local government entities about regional Jordan Lake
water resources planning, new allocation requests and a coordinated western intake facility.
ERCD is participating in these discussions.
