2 <br />1 Park bond. She does not want to make that kind of allocation because of the promise to the <br />2 voters to use the bond monty for Twin Creeks Park. There is no Twin Creeks Park. She said <br />3 that the $275,000 should come from someplace else and the bond money should be left in the <br />4 Twin Creeks bond. <br />5 Laura Blackmon said that staff was looking at not having enough money to develop even <br />6 the first phase of Twin Creeks Park. The suggestion was that the funds be used to stabilize the <br />7 two facilities at Blackwood Farm. <br />8 ~ Environment and Resource Conservation Director Dave Stancil said that the Board, <br />9 before the summer break, authorized $150,000 of the Twin Creeks funds to go into the work <br />10 that is ongoing at the barn and the house at Twin Creeks. <br />11 Commissioner Gordon wants to have a conversation about what to do about Twin <br />12 Creeks. <br />13 Commissioner Gordon pointed out that the County Campus and Library project is over <br />14 budget by $150,000. <br />15 Laura Blackmon made reference to Capital Repairs and Replacements and said that this <br />16 was being funded by the additional penny and it has not been funded in the past. <br />17 Chair Jacobs continued reading through each item. <br />18 <br />19 Chair Jacobs asked about the Efland sewer extension and if there was going to be an <br />20 update on this. Laura Blackmon said that staff was working on this. <br />21 Commissioner Gordon made reference to Reserve for Future Land Purchases and said <br />22 that she would like to see this labeled "Lands Legacy/Reserve for Future Land Purchases." <br />23 Regarding Library Facility, Commissioner Nelson made reference to the project <br />24 description and. partnering with the town and said that.a policy has not been set in this regard. <br />25 He said that his preference is that he does not want to see "policy decisions" made in the CIP. <br />26 He does not want to see a policy imbedded in the CIP. <br />27 Commissioner Gordon said that originally she had thought that this line item was for <br />28 Southwest Orange-Carrboro Library. After reading it, she thought it was a reserve just for <br />29 libraries. She would like to take a serious look at the Southwest library. <br />30 <br />31 Commissioner Gordon asked that the Mountains to Sea Trail be listed as "Lands <br />32 Legacy/Mountains to Sea Trail." <br />33 Chair Jacobs made reference to the Northern Human Services Center Renovation and <br />34 that there has been discussion about reworking how the building is being used. He asked to <br />35 flag this. <br />36 Chair Jacobs made reference to Northern Park and that during the budget process there <br />37 was discussion about having a soft opening in October and a grand opening in the spring. <br />38 Laura Blackmon said that there is still some construction and there is concern about access on <br />39 an active construction site. Parks and Recreation Director Lori Taft said that there have been <br />40 delays due to the weather and decisions about lighting on the field. She said that she is holding <br />41 fast to the date of mid-April for the grand opening. <br />42 Chair Jacobs would like to see afollow-up decision or an explanation. <br />43 Regarding the Public Works campus, Commissioner Gordon said that she would like to <br />44 have a discussion about the master plan. Wilbert McAdoo said that parking and storage was <br />45 needed, as well as expansion of office space. <br />46 Chair Jacobs asked staff to track what the County is paying for rent at Carr Mill Mall and <br />47 how that might relate to paying debt service for a dental clinic. <br />48 Regarding Twin Creeks, Commissioner Gordon would like to do something like a linear <br />49 park there so that at least people can walk around there. She would also like to find out <br />50 whether we have enough funding to build the soccer fields there. <br />51 Chair Jacobs said that there is a suggestion for another use for the soccer money. <br />
