19

1 Sustainability is achieved when stakeholders representing diverse interests work
2 together cooperatively to assure a healthy balance among interdependent social,
3 environmental and economic priorities. Our coalition is committed to ensuring that the County
4 Commissioners include these goals in the updated Comprehensive Plan.
5
6
7
g Coalition Partners, as of August 23, 2007
9 Chapel Hill Carrboro Chamber of Commerce Community Action Network
10 EmPOWERment Interfaith Council for Social Service
11 The Village Project Walkable Hillsborough
12 Homebuilders Association of Durham, Orange and Chatham Counties
13
14
15 Comments regarding Comprehensive Plan Update Nov. 6 agenda item
16 Presented by Dolly Hunter
17
18 My comments tonight are from my experience as a member of the Orange County
19 Comprehensive Plan Coalition. We are an organization of diverse community groups
20 representing many thousands of Orange County citizens. We worked hundreds of hours
21 preparing detailed recommendations to the Comprehensive Plan Update's Goals and
22 Objectives for the Land Use, Transportation, Economic Development and Housing Elements.
23
24 Many of our recommendations were declared by the Planning Board as being more pertinent to
25 the Implementation Phase. It surprised us that the Comprehensive Plan Update became a
26 compilation instead of a plan. Our work is visionary planning for a future Orange County that
27 embraces energy efficiency, social equity, workforce housing, a thriving economy and transit-
28 ready walkable mixed use communities.
29
30 Therefore, I formally request that, in the Implementation Phase of the Comprehensive Plan, you
31 revisit the recommendations submitted by the Comprehensive Plan Coalition. Our
32 recommendations are carefully and intellectually written as an inspiration for you to achieve a
33 visionary plan for our county's future.
34
35
36 Chair Jacobs suggested making this the first decision item on November 18`h. He
37 agreed with Dolly Hunter about the implementation phase and that the Board would be
38 reviewing the plan.
39 Commissioner Gordon made reference to page 5-11, line 17 and asked if it was ok to
40 call it Orange County-Chapel Hill-Carrboro Joint Planning Agreement and Land Use Plan to
41 make it clear, here and elsewhere in the document.
42 Commissioner Gordon asked the Board to accept her written comments which are
43 shown below (purple sheet):
44
45 Chapter 6 -NATURAL AND CULTURAL SYSTEMS ELEMENT
46
47 Suggested edits/changes to 6.4.4.1, pages 6-58 through 6-65.
48
49 A.
