Minutes <br />10 The Board considered correcting and/or approving the minutes from September 16, 22, <br />11 and 25, 2008 as submitted by the Clerk to the Board. <br />12 Commissioner Nelson said that these meetings were so long ago that he cannot confirm <br />13 whether or not the minutes are accurate. He said that when this was last discussed, Chair <br />14 Jacobs suggested getting the minutes back in 4-6 weeks at least. He was willing to try this, but <br />15 he now thinks that this is not working for him. He asked why it was taking so long to get <br />16 minutes back. <br />17 Clerk to the Board Donna Baker said that she gets them back and there is someone that <br />18 reviews them. The transcriber does one a week and sometimes two a week. She said that the <br />19 Board of County Commissioners has a lot of meetings and the minutes are almost verbatim, <br />20 especially for public hearings. <br />21 Commissioner Gordon said that she had a suggestion from aCommissioner-Elect to do <br />22 a quick summary of minutes that is posted on the Internet right away. She thinks that people <br />23 are generally interested in the major item's. She agreed with turning the minutes around within <br />24 two weeks. <br />25 A motion was made by Commissioner Nelson, seconded by Chair Jacobs to approve <br />26 minutes for September 16, 22, and 25, 2008 and ask the Clerk from this point forward to get the <br />27 minutes within two weeks of the meetings. <br />28 VOTE: UNANIMOUS <br />29 <br />30 g_ Resolution Supporting Orange County School Board Reconsideration of <br />31 Rental Fee for KidSCope at Hillsborough Elementary <br />32 The Board considered adopting a resolution asking the Orange County School Board to <br />33 reconsider its decision to charge rental fees to KidSCope for space traditionally occupied at <br />34 Hillsborough Elementary. <br />35 There was asalmon-colored sheet related to this item. <br />36 Commissioner Nelson said that the County Commissioners received a phone call from a <br />37 member of the school board and he understands how the school board feels, having one <br />38 government tells another government how to spend its money. He understands that this is a <br />39 request, but it does not feel that way. He will vote against this unless someone can make a <br />40 really strong case. <br />41 Commissioner Carey said that he probably would have pulled this item too. He said <br />42 that, in dealing with the school boards in the past, when the County Commissioners have asked <br />43 school boards to do things, the school boards have assumed that the Board of County <br />44 Commissioners would cover the cost of what was requested. If the County does not have the <br />45 money to do it, then it should not ask the school board to do this. <br />46 Gwen Harvey recognized Mike Mathers, Executive Director of Chapel Hill Training and <br />47 Outreach Project, the parent organization of KidSCope. This is anon-profit organization. He <br />48 said that this program has been stabilized after Chapel Hill Training and Outreach took it over <br />49 and the desire is to expand the program. The expansion cannot be done without continued <br />50 support. <br />
