7 <br />1 She also announced that the new Chair of Triangle Transit is Bill Strom, who is from <br />2 Orange County. <br />3 Commissioner Foushee said that the Orange County campus of Durham Technical <br />4 Community College is fully operational with full-credit courses. There are about 80 students <br />5 enrolled at this time in the middle college program. <br />6 Commissioner Foushee offered congratulations to the new incoming County <br />7 Commissioners. She thanked the residents of Orange County for electing her to another four- <br />8 year term. <br />9 Commissioner Nelson said that last week at the work session Commissioner Foushee <br />10 mentioned moving the meeting start times up to 7:00 p.m. and he agrees with this sentiment. <br />11 He pointed out that it is now 8:35 p.m. and the first hour was spent talking about things such as <br />12 presentations, proclamations, and resolutions. He would like to talk as a group about what the <br />13 Board thinks is appropriate to put in this category. He said that it will be 9:00 p.m. or later <br />14 before the Board gets to the real part of the agenda. <br />15 Commissioner Carey congratulated Commissioner Foushee and all others for being <br />16 elected. <br />17 Chair Jacobs said that the N.C. Tobacco Trust Fund has awarded $480,000 on behalf of <br />18 Alamance, Chatham, Durham, and Orange Counties to the Value-Added Shared Use Food and <br />19 Agricultural Processing Center. This means that grants in excess of $600,000 have been <br />20 received for this facility. <br />21 Chair Jacobs pointed out that Orange County is starting cardboard curbside recycling. <br />22 Chair Jacobs said that on November 17`h at 7:00 p.m. at McDougal Middle School, there <br />23 will be a public comment meeting on the siting of the transfer station. <br />24 Chair Jacobs said that the Board of County Commissioners has taken no position on the <br />25 proposed airport, and they have some questions and concerns but have not even discussed <br />26 this issue yet. <br />27 Chair Jacobs congratulated all the newly elected candidates. Commissioner Gordon <br />28 also congratulated all the candidates. <br />29 <br />30 9. MANAGER'S COMMENTS <br />31 Laura Blackmon said that interviews were held with the Library Services Director <br />32 applicants last week and she hopes to bring forth a candidate soon. <br />33 On November 18`h, she will be bringing back the 2009 meeting calendar. The F. Gordon <br />34 Battle Courtroom will not be available due to renovations, and staff is looking at the Central <br />35 Orange Senior Center at this time to possibly hold meetings. <br />36 Laura Blackmon thanked the newly elected County Commissioners who have attended <br />37 orientation sessions so far. There has been 100% participation. <br />38 <br />39 4. Consent Agenda <br />40 A motion was made by Commissioner Foushee, seconded by Commissioner Carey to <br />41 approve those items on the Consent Agenda as stated below: <br />42 <br />43 a. Minutes <br />44 This item was removed and placed at the end of the consent agenda for separate <br />45 consideration. <br />46 b. Appointments -None <br />47 c. Property Tax Refunds <br />48 The Board adopted a refund resolution, which is incorporated by reference, for three (3) <br />49 requests for property tax refund in accordance with N.C. General Statute 105-381. <br />50 d. Property Tax Releases <br />
